and the INTGLIM-International NGO Task Group on legal and Instituional Matters.
I. THE AD HOC TRIBUNALS FOR THE FORMER YUGOSLAVIA AND RWANDA
A. Substantive issues arising out of the Statutes and
rules of Procedure, Evidence and Detention: lessons
for the drafting of the statue of the ICC.
B. How can NGOs work to make the ad hoc Tribunals more
effective? Lobbying for funds amicus curiae briefs,
monitoring local trials and trials in the ad hoc
Tribunals, adoption of legislation permitting states
to cooperate, legal aid and training for lawyers.
II. CREATING AN INTERNATIONAL CRIMINAL COURT (ICC)
A.The Drafting Procedure/Intergovernmental Process
- What has been accomplished so far?
- How long to convince the governments to submit
constructive comments on the draft statute by 15 March?
What actions have been taken so far?
- How to ensue NGO participation in the AD HOC Committee
sessions(3-13 April and, possibly, 14-25 August) and to
lobby effectively before and at the AD HOC Committee?
- How to lobby effectively before and at the UN General
Assembly's 50th session?
B. NGO strategy and how to build a coalition (targets,
techniques and allies)
