MOSCOW. (Spec. Corr.) On February 14, Transnational Radical party informed, that it has begun campaign of collecting signatures under the appeal "For a right to refuse of military service for reasons of convictions and against militarism", addressed to State Duma, Federal Council and the President of Russia Boris Yeltsin. Authors of the appeal demand to take into account some amendments of Radical party during adoption of the Federal Law "On Alternative Civilian Service". They insist on the legal reasons for direction to alternative service should be "any convictions, including ones of moral and ethics kind". the term of alternative civilian service should not exceed the term of military service. Besides, according to Radical party, a draftee should have a possibility to choose the place and the king of his alternative service. Radical party also considers, that "no commissions should determine a grade of sincerity of a person that asks to direct him to an alternative service." Organizers of the campaign int
