This action was carried out by members of Democratic Union (DU) in February 23. At 4:30 P.M. they fastened the flag to a window grate of Headquarters Chief. In ten minutes militia put the flag off. The participants attached slogans on the grate of the building: "Yeltsin, you killed Russia in Chechnia!", "Glorious are heroes of struggle for free Chechnia". According to members of DU, the action was organized "as a response to setting up Russian flag on the president's palace in Chechnia in Grozny". As it is known, until now there was no a witness found who saw that flag. "The flag of Chechnia raised on the Headquarters Chief building,"-- said members of DU,--"was seen by hundreds of people. Moreover, we did not have to bombard Moscow and kill thousands of peaceful citizens".
