We, participators of the International Congress For Life And Freedom, held in Moscow on February 25 and 26, 1995,

- considering the right to refuse military service in Russia as one of the basic problems;

- considering it not only in the human rights context but also in the context of problems connected with armed forces reforms and de-militarization of our society;

- paying attention to many essential shortcomings of the draft law on alternative civilian service prepared in the State Duma;

- considering at the same time, that passing the law on alternative civilian service is an urgent necessity;

- considering, that campaign for recognition of right to refuse military service on reasons of conscience as a universal civil right is a necessary precondition of the second stage of the anti-militarist campaign, namely - struggle for abolition of conscription in Russia;

ADOPT as our goal for nearest time the active participation in campaign of collecting signatures under appeal to the Federal Assembly and President "For Conscientious Objection Right, Against Militarism", conducting by the Transnational Radical Party and Russian Committee of Soldiers' Mothers;

CALL UPON all the participators of anti-war and anti-militarist movement both in Russia and abroad, to support actively this initiative.
