From February 17 to February 19 the international conference on drug using problem took place in Saint Petersburg. The conference was organized by Russian-German Exchange, a non-governmental organization based in Germany. Together with representatives of governments and public organizations from Germany, Austria and Russia, Radical members Jakov Gilinskij, Fedor Chub (member of RP's General Council) and Igor Evgrafov have also taken part in the conference.

The introductory report, causing the hot debates, was made by prof. Jakov Gilinskij, who attracted the attention of participators to the anti-prohibitionist approach to the problem. Unfortunately, many speakers (especially those represent Russian state institutions) are categorically disagree with anti-prohibitionism and have listened only to themselves.
