The public Assembly of the Radical Party that was organized in Moscow on the 18th of March, 1995, expresses its profound concern of the possible Party's termination in case the additional financial sources are not discovered and the amount of membership is not increased (what is particularly essential for the Party's self-financing). Believing that to enable the Party's self-financing it is necessary to incorporate 12,000 of new members, the Assembly appeals to the Russia's radicals to reinforce their efforts and support the Party's campaign for new members search. Furthermore, the Assembly directly appeals to the Russia's citizens to join the Radical Party in 1995. This is the only possible effective way to conduct the activities listed below, which we consider to be critical.
The Assembly gives the priority to the anti-militaristic campaign started by the Russian members of the Radical Party, which takes as its primary objective that one of collecting the signatures under the petition addressed to the Russia's government as well as the President in favour of the right to refuse the military service and against militarism.
The Assembly appeals to all Russia's radicals to take the active part in collecting signatures in order to gain as many as 50,000 signatures within the next three months.
In the context of the Party's struggle for the true respect of human rights and against militarism, the Assembly emphasizes the importance of promoting the development of the non-violent Gandhi-style movement for the immediate termination of the slaughter in Chechnya and to stop the genocide of the several millions of the people in this republic, using also the methods of active civic protest e.g. conscientious objection to military service, etc. The Assembly addresses to the XXXVII Congress urging it to appeal to the world community, United Nations, governments and parliaments of the world in order to put the end to the warfare in Chechnya and solve the problem by peaceful means.
The Assembly supports the initiative to propose Sergej Kovalev for the Nobel Peace Prize 1995.
As far as the point of death penalty abolition to the year of 2000
is concerned, the Assembly recommends to organize in a course of a current year the open Conference of the supporters of the death penalty abolition and the establishment of the Russia's division of the International League "Hands Off Cain". Thus, we are asking for support of everybody who are in favour of this initiative, regardless to wether it is a entity or a private individual, in order to facilitate this activity financially.
Expressing its admiration and respect for the non-violent struggle of Tibetan people against Chinese occupation, the Assembly supports the initiative of His Holiness the Dalai Lama directed to the peaceful solving the problem of Tibet, which contains five basic points (transformation of the whole Tibet into a peace zone; stoppage of Chinese policy of population transfer, which threatens to destroy Tibetan nation as an entity; respect to the basic human rights and democratic freedoms regarding Tibetan people; restoration and protection of the environment and stoppage Chinese policy of using Tibet for producing nuclear weapons and storage nuclear waste; starting serious negotiations about future status of Tibet and relations between Tibetan and Chinese nations). The Assembly appeals to the Russia's radicals to declare their participation in World-wide Satyagraha of 1996 devoted to the protection of Tibet.
The Assembly draws attention of world community to the discrimination on ethnic base which takes place in the new independent states and menaces the international security, and calls upon to initiate campaign to guarantee ethnic minorities rights in these countries.
The Assembly also emphasizes the necessity to pay more attention in Russia to following directions of Radical activities: struggle for safe environment and termination of the nuclear power stations proved to be dangerous; actions towards the establishment of more reasonable policies as far as drugs control is concerned; struggle for right on life, for appreciable life conditions, for civil, political, economical and social rights in Russia.
The Assembly appeals to the participants of the up-coming XXXVII Radical Congress in Rome to take into account the ideas, developed above, in order to include them into the Congress Final Documents, which are supposed to be the guide-lines for the Party's activities in the course of the next two years.
