This is very important Congress which concludes a period in which the party has had much success reaching the goals se for it by the Congress of 1992-3 and by the General Council of Sofia of July 1993. These successes have broght about the first transnational transparty which has become a voice of the United Nations, the General Secretary and has for the first time secured fundamental international rights: the creation of the ad hoc Tribunal for crimes of war committed in the ex-Yugloslavia and then in Rwanda, the opening of UN sanctioned debate for the creation of a Permanent International Criminal Court, the fractoius debate in the General Assembly of the UN for a Universal Moratorium on the Death Penalty. In addition, the Congress has still to aim towards the other campaigns which it has set for itself, for example the anti-prohibitionist campaign and for a universal language.
Above all, the Radical Party must verify the state of the Party, which in January 1988 was born as a transnational party - that is, which does not participate in any local or national elections in any country in the world. This party has won significant battles for everyone and also it finds itself confronting enormous financial difficulties and lacking in human resources.
