I like intervention of Luca Frassineti, because he touched finally the problem, what we are trying to work for. I see however, that probably my texts - as well as ARA position - weren't understood correctly (maybe also because I write in English). Well, I try to use my semi-Italian...

Dear Luca, we do not repeat the history of "Italian" Radical Party. We did not create another L.O.C., but we are trying to construct a POLITICAL ANTI-MILITARIST association. Our goal is not only and not mainly to get "more or less good" conscientious objection law. But - to use current situation in order to organize a wide POLITICAL NON-VIOLENT GANDHIAN campaign based on conscientious objection against militarism, for military reform, for depriving power those who not only support their "Serb brothers" but also conduct own massacre in Chechnya, which is not less horrible than in Bosnia, although Grozny and Samashki are some thousands kilometers more far from Rome than Sarajevo or Bihac.

The fact remains: today's "front line" of battle for democracy in Russia runs through the questions of militarism and conscription. Of course, like democrats, we also are thinking about Jehovah Witnesses or "pacifists" and their rights. But they are not a subject of our campaign. Instead, we are going to appeal to every young Russian citizen: YOUR REFUSAL TO SERVE IN RUSSIAN ARMY IS NOT ONLY YOUR LEGAL RIGHT ACCORDING ART.59 OF CONSTITUTION, BUT IT FIRST OF ALL IS YOUR CIVIC DUTY, IF YOU WANT DEMOCRACY IN YOUR COUNTRY AND PEACE IN THE WORLD, ALSO IN EX-YUGOSLAVIA.

And, by the way, if somebody in Russia can do today something in this direction, it is exactly "brillante Gaidar" and Soldiers' Mothers, but not our own Milosevic of different kinds.

Not Mr. Malkin, for example, who is not only member of Duma (DPR group) and author of the C.O. bill refused on Wednesday by Duma, but also - together with general Lebed, Russian variant of Ratko Mladic - member of coordination council of the Congress of Russian Communities - a nationalist and imperialist organization, having the same attitude to the countries of ex-USSR as Milosevic to the republics of ex-Yugoslavia.

Not Mr. Govorukhin, head of this DPR group, who demands the trial on "state criminal Sergej Kovalev" for his position against atrocities committed by Russian troops in Chechnya.

And not Mr. Nikonov, member of Duma's foreign affairs committee (PRES group) who categorically refused to sign our appeal for international tribunal, since it is "an anti-Serb document".

And even not our famous friend Mr. Lepekhin. Of course he isn't a fascist and I am sorry for my to much sharp interventions before the Congress. Poor guy, apart of Radical Party, he is member of more than dozen of other organizations: from red New Left Party, through Beer Party to the "Subtropical Russia" movement (an epigonical variant of Polish "Orange Alternative"), whose political goal is increasing atmosphere temperature in Russia and creating in the country the subtropical climate. At the same time it didn't prevent him from daily printing in his newspaper editorial articles about UN/NATO/American genocide against Serbs...

I suppose, the names above doesn't mean anything for you (apart of Lepekhin). But Olivier has an appointment with them on next Monday in Moscow, and I think he will have possibility to convince this guys and to turn them into our "Radical faith".

And - just to finish - the last notice. On our Radical membership card for 1995 is still written: "Non-violent", "Gandhian" and "Anti-militarist". If we are going to abolish it, it could be an interesting matter for discussion on the next Congress.
