Dear Olivier,
as the general motion that we approved in the 37th Congress says that the Congress' powers are given "for one year as a maximum" to the secretary, the treasurer and the president, that have to act together and unanimously for each decision about the life of the party, one could imagine that a Congress can take place in one year. This is like to say that an agenda for 1996 could include a Congress, is'nt it?
Nevertheless, I am perfectly aware that the question about a possible formal changement of the party's denomination - since the de facto one has already been changed in several countries - is not a priority for each of us.
