Police or armed forces, but I like very much idea expressed by Luca Frassineti (text 6574) about draft law proposal which would fix the everybody's right to object military service in his country in favour of service in United Nations armed forces (I use the term "armed forces" at least since Boutros Boutros Ghali uses it in his "Agenda For Peace").

I find this proposal very serious and deserving to be developed - as a real expressing of an anti-militarist and "anti-pacifist" Radical logic. Maybe it is the case to speak also about both possibilities: U.N. armed forces and U.N. civil corps for Democracy? At least, both possibilities for the moment exist only theorically...

I think we should by the most serious way to examine what is possible to do in parliaments, including Russian State Duma. Who can develop the idea into something concretely written? Probably you, Luca?
