Thank you for your recent letter, and I apologise for the delay in replying to you.

I am very grateful to you for writing me to let me know of moves to invite the political authorities of Bosnia to present their formal application for membership of the European Union.

I am afraid that at this time I do not feel that I can support this move, and must therefore decline your request to sign the appeal which you enclosed.
