LETTER OF THE SECRETARY OF THE RADICAL PARTY TO THE MEMBERS OF THE AD HOC COMMITTEE OF THE UNITED NATIONS IN CHARGE TO COMPLETE THE STATUTE TO BE SUBMITTED TO THE VI COMMITTEE OF THE GENERAL ASSEMBLY FOR ITS DEFINITIVE APPROVAL.

Bruxelles, August 3, 1995. In a letter to the 80 members of the United Nations ad hoc Committee charged with the writing of the Permanent International Criminal Court statute, Olivier DUPUIS, secretary of the Radical Party reiterates the reasons in favor of the rapid establishment of a Permanent International Criminal Court.

Specifically, Dupuis states how "in more and more places in the world, dictators and would-be dictators are using the barbaric and shameful situation of ex-Yugoslavia as an example", and that confronted by the proliferation of such savage crimes, a permanent tribunal, for being an institution to which those responsible of criminal acts, regardless of where they come from and at any time, can and must be held accountable, in other words, for the mere fact that it is permanent, "it is able to have a deterrent function".

Citing the numerous initiatives that for the past three years the Transnational Transparty Radical Party has undertaken, first for the establishment of the ad hoc Tribunal on war crimes perpetrated in the ex-Yugoslavia, then of the ad hoc Tribunal on the crimes in Rwanda, and gathering the appeals of President CASSESE, and of Chief Prosecutor GOLDSTONE, the secretary of the Radical Party underlines the fundamental necessity to overcome the last objections and to reach, during the session of the ad hoc Committee beginning on August 14, a compromise that next fall would allow the VI Committee to create "the first segment of international criminal justice in the history of humanity".
