INTERNATIONAL TRIBUNAL: CONCLUDED IN NEW YORK THE WORK OF THE" AD HOC COMMITTEE" OF THE UNITED NATIONS WHO, IN SPITE OF THE OPPOSITION FROM U.S.A., JAPAN, INDIA, CHINA, DECIDED TO RECOMMEND A PREPARATORY CONFERENCE ON THE INTERNATIONAL TRIBUNAL.

THE TRANSNATIONAL RADICAL PARTY ACCUSES THE COUNTRIES OPPOSING THE TRIBUNAL OF WANTING TO LIMIT ITS COMPETENCE AND SENDS AN APPEAL TO THE WORLD GOVERNMENTS TO SUPPORT THE CREATION OF THE TRIBUNAL DURING THE 50TH ASSEMBLY OF THE U.N. THAT WILL BEGIN NEXT SEPTEMBER 19.

New York, August 31. On December 9, 1994, the General Assembly of the United Nations approved a resolution which, besides giving an ad hoc Committee the task of presenting a report on the preparatory works of the Tribunal Statute, had to include in the agenda of the U.N. 50th Assembly's works the item of the creation of an International Tribunal and decide on the convening of a Plenipotentiary International Conference in order to stipulate a convention for the creation of the Tribunal.

During the works (August 14/25) the "ad Hoc Committee" has made considerable progress on the key points such as "complementarity", the jurisdiction and the judicial cooperation between the States and the Tribunal. The Committee, in the paper of President Bos as well as in the finale document, reached an summary agreement in which it asks the General Assembly of the U.N. to:

a) give a preparatory and negotiating mandate to a Committee with the task to decide on a Plenipotentiary International Conference;

b) define a modified mandate in order to continue in the discussion as well as the preparation of a Draft Statute with the objective of a consolidated text for an Agreement on the International Tribunal as the next step leading to the Plenipotentiary Conference.

The Transnational Radical Party although expresses a moderate satisfaction for the work of the "Ad Hoc Committee" which, in essence asks, by means of any committee, to be able to continue its work, it, nevertheless, denounces the rigid and persistent opposition, step by step, of countries such as the U.S.A., India, Japan and China to the establishment of the Tribunal. Above all, in these countries' commitment in trying to deprive the Tribunal of the maximum number possible of competences beginning with the possibility for intervention in case of "aggression".

The Transnational Radical Party sends and appeal to the parties, to the democratic organizations, to the NGOs of these countries, in particular, to mobilize themselves in the parliaments and in the governments so that the latter one modify their negative position toward the Tribunal. Furthermore, the Radical Party, launches an appeal to inform also the citizens of Africa and Asia so that they may pressure their governments, committing them in a favorable position.

The Transnational Radical Party, in conclusion, expresses satisfaction with the offer of the Italian Government to host the works for a Plenipotentiary International Conference and thanks, in particular, the French, Italian, British, Dutch Missions and the European Union to the U.N. for upholding their strong commitment and support for the convening of the International Conference.
