CLINTON FOR THE IMMEDIATE ESTABLISHMENT OF THE PERMANENT INTERNATIONAL CRIMINAL COURT.
STATEMENT OF OLIVIER DUPUIS, TRANSNATIONAL RADICAL PARTY SECRETARY.
Bruxelles, October 18, 1995. With his statements during a speech given at the University of Connecticut, President CLINTON finally made clear, in the best possible way, the United States position on the question of international justice in general and of the establishment of a Permanent International Criminal Court, in particular.
President CLINTON among other things said that to: "send a strong signal to those who would use the cover of war to commit terrible atrocities that they cannot escape the consequences of such actions". And President CLINTON emphasizes that such signal: "will be further and strongly reinforced" by the establishment of the Permanent International Criminal Tribunal.
It is important to emphasize that this position occurs less than two weeks from the beginning of the works of the Sixth Committee of the United Nations, a body with the power to draft a document giving the mandate for calling a Plenipotentiary Conference for the establishment of the Permanent Court; a document which will be later submitted to the vote of the General Assembly.
In welcoming this clear, precise, excellent American position we can only hope and work so that many other States adopt positions just as clear and determined.
