Dear Mr. Dupuis,

Each struggle for just peace, freedom, independence and sovereignty lasts long and is often uncertain because it depends on many external influences. And for this particular reason there are many similarities in the fate of the Tibetan state with ours, in its occupation, Chinese invasion, violation of human rights and repression on Tibetan people, which happened almost 50 years ago and which still has lasted; there is similarity with our present fate at the end of the 20th century when the Republic of Bosnia and Herzegovina has been pushed into the war - the dirtiest and cruelest in the past history of ours - by the act of aggression of Serbia, Montenegro and Yugoslav National Army, genocide against Bosniac people and ethnic cleansing.

Therefore, dear friends, we are able to understand you in full and support unreservedly your struggle for the true representatives of Tibet, acknowledged by the Tibetan people, Dalai Lama and the Tibetan government in exile, to return to their country and proceed their work in the independent state - Tibet. Your long history and your rich tradition are essential in creating international support, which you actually have had until now, but the events in the world change swiftly, and the influences of the international community and great powers alike.

We are witnesses of this times and our struggle, with a help of our friends throughout the world, is slowly heading to its end, irrespective of numerous UN Resolutions and other world wide and European political and military factors, At the same time we come to know that our treatment in the world depends on our own strength, people's resistance and the power of our Army. I am convinced that time will soon come for the Tibetans to live happily in Tibet and for the Chinese to live happily in China. We would also like the Bosniacs as well as all the peoples of Bosnia and Herzegovina to live together happily in peace in undivided R/F B&H. We put all our efforts to this end.

We give full support to your struggle for liberation and to your efforts so that Tibet has its autonomy and independence. We shall engage ourselves and ask for the realization of the fundamental principle of respect of human rights and freedoms so as Tibet should manage to preserve its national, cultural and religious identity. Our support will be directed to realization of your efforts in peaceful re-establishing of cultural and religious freedom of the Tibetan people until the right of self-determination is achieved.

The City of Sarajevo and its citizens, torn off from the rest of the world and being in the blockade for almost 1300 days, can appreciate your position under occupation and power of call to all the friends, because only in this way we can help someone to avoid war atrocities and cruel sufferings. It is time now when the world has becomne more and more reasonable and it toasts the freedom - we wish the promised benefits of peace reach your country and your people.
