Dear friends and colleagues!

As you probably know, recently nominated as the minister of justice of Ukraine, member of Radical party Sergiy GOLOVATY have declared the introducing of moratorium on death penalty. Mr. GOLOVATY, not the first year being a member of RP, has taken an active part in XXXVI Congress of Radical party, and is the most outstanding political figure of Ukraine and a deputy of ALL CONVOCATIONS OF SUPREME RADA during times of Ukrainian independence. During all his political work he aimed to reforming of Ukrainian legislation, trying to bring it into accordance with principles of international law.

Some time later a Public Prosecutor of Dnepropetrovsk region Grigoriy VORSINOV was appointed to the post of Procurator-General of Ukraine. And his first "activity" at his post was a conflict of a state level with Ukrainian minister of justice Sergiy GOLOVATY. Moratorium on death penalties declared by GOLOVATY has become a stumbling-block. The opinion of minister of justice coincides with the opinion of MINISTER OF INTERIOR AFFAIRS Yuri KRAVCHENKO, who considers that death penalty in Ukraine should be replaced with a civilized alternative -- LIFE IMPRISONMENT. Procurator-General VORSINOV, as against his predecessor, is a FIERCE ADHERENT of death penalty.

This conflict and the entailed polemics in mass media grow every day.

P.S. On October 31, in spite of polemics, Ukrainian parliament has ratified the Ukrainian Law on Membership in European Council, that providing for further development of Ukrainian state towards abolition of death penalty.
