New York, February 12, 1996
Dear Mr. Representative (Ms. Representative),
This March 10th, in Brussels, the first European demonstration for Tibetan liberation will take place. Beginning at the Chinese Embassy, then passing by both the European Commission and the European Council, the march will finish in front of the European Parliament Building. This march will offer an occasion for the dozens of personalities and the thousands of European citizens who have already declared their support, to call on all of Europe to raise, with a maximum of strength and urgency to every institutional and political body, the question of the invasion and occupation of Tibet by the People's Republic of China and the consequential tragedy for the Tibetan people.
We would be extremely grateful if you could join us in this demonstration by signing the enclosed platform and even declaring your presence in the March on March 10th.
Furthermore, regarding the question of Tibet, we would like to submit for your signature the enclosed appeal to the Secretary General of the United Nations that he receive the Dalai Lama as soon as possible. This appeal has already been signed by 214 parliamentarians in over 20 countries.
On another note, that of international justice, as you may remember, important progress was made last fall, when the United Nations General Assembly agreed to empower a Preparation Committee with the task of finalizing the Statute of the Permanent International Criminal Court, an indispensable step to ensure that in its next session, the General Assembly will be in a position to convene a founding plenipotentiary conference by 1997.
In order for this to happen, and to ensure no further obstacles delay the creation of this first segment of a new international right, a maximum of power must be given to both the Secretary General and to the members of the Preparation Committee. With this in mind, as we have already done with the creation of the Court of War Crimes in former Yugoslavia, we are collecting adhesions to this appeal from over 30 national parliaments and from within the European Parliament itself. Your support of this initiative would be very significant.
These are some of the initiatives put forth by the Radical Party. A transnational party, not electoral but rather transdivisional among many parties, which, on a platform of contemporary issues, brings together both parliamentarians and citizens from the entire political spectrum, who hold dear the defense and promotion through nonviolence of international rights and democracy throughout the world. A self-financing party whose survival depends on the generous support and inscription of its members in many countries, parliamentarians or not. A party that therefore, could also become yours.
We thank you for your kind attention and sincerely hope to be able to count on your support in the aforementioned initiatives. Please accept our kindest regards,
Cordially,
Danilo QUINTO Olivier DUPUIS
(Treasurer) (Head Secretary)
