22 DAYS UNTIL THE BRUSSELS DEMONSTRATION
The resolution passed by the Parliament of the Grand Duchy of Luxembourg and the appointment of the Tibet Intergroup in the Basque Regional Parliament represent two important steps achieved to politically unite support of the movement for Tibet with any congruous efforts being made by parliaments throughout all of Europe. Another possible instrument for this political collaboration, we believe, is through the campaign to collect signatures in support of the Appeal to the Secretary General of the United Nations, Boutros Ghali. As published in a previous issue of "Freedom for Tibet", the Appeal calls on Boutros-Ghali to receive the Dalai Lama as soon as possible so that negotiations may begin between the Beijing Government and the legitimate Government of the Tibetans. As of today, 231 signatures have been collected from parliamentarians on both a European and national level, but the objective to reach 1000 adherents by April 30 is still far away, despite the recent positive signals arriving from countries.
Because of the abundance of information regarding the March 10th Campaign and the "A Flag for Tibet" Campaign among European mayors (less than 236 still needed), and because of the innumerable requests for information on the Radical Party, we have decided to print in Second Page, a long article by the Secretary of the Party which outlines the nature and objectives of a political party who has declared the Tibetan cause to be one of its main priorities for political action.

LUXEMBOURG: RESOLUTION FOR TIBET
From the secretary of "Les Amis du Tibet - Luxembourg", Oliver MORES, we have learned that on February 14, the Parliament of the Grand Duchy unanimously adopted an important resolution concerning Tibetan liberation. The adopted resolution invites the Chinese authorities to "through political dialogue, participate in negotiations toward a definitive and democratic solution to the question of Tibet," and "immediately halt the systematic transfers of the Chinese into Tibet."
TIBET INTERGROUP APPOINTMENT IN BASQUE PARLIAMENT
Following the meeting by Foreign Affairs ministers on December 12, 1995, with Tempa TSERING, secretary to the "Department of Information and International Relations" for the Tibetan government in exile, the "Euskadi-Tibet" intergroup was formally appointed through the participation of members from the Basque Regional Parliament and the General Council of Araba, Bizkaia, and Gipuzkoa. Among the projects outlined in the document, the purpose of the Intergroup will be "to sensitize the Basque population to the crisis in Tibet," and "to consistently inform them about the realities in Tibet.
SWITZERLAND: MARCH 10TH PREPARATIONS
The "Swiss Tibetan Friendship Association" has begun preparations for an immense Swiss media campaign to cover both the Brussels Demonstration and the collection of signatures for the "A Flag for Tibet" Campaign. Furthermore, Lobsang GANGSHONTSANG, campaign preparation coordinator, informs us that in their tri-monthly newsletter, "Tibet Aktuell", both the Platform for the March 10th Demonstration and the application form to participate in the Brussels March were printed and distributed to over 1000 supporters. FRANCE: CSPT'S NEW BULLETIN IS READY
The "Comite de Soutien au Peuple Tibetain - France" (CSPT) has completed Issue #11 of their update bulletin devoted to the March on Brussels and its preparations. BELORUSSIA: MARCH 10TH PREPARATIONS
The "Freedom for Tibet" Campaign has been launched in Belorussia. Svetlana KOPTELJ, Radical Party member, and Peter KOTOVODOV from the ecological organization, SPHERE, inform us that a demonstration in Minsk for Tibetan liberation has been organized for February 26, for which the following organizations have already pledge their support: Youth Rada, United Way, Next stop-New Life, Scouts, For Mother Earth, International Ecological Academy. At the same time, Dalai Lama Representative for the CSI, Nawang RABGYAL will hold a public meeting for all of the various organizations attending the demonstration. APPEAL TO BOUTROS-GHALI AND THE 1000 PLEDGE OBJECTIVE
The collection of signatures continues among the European Parliament and in national governments to support the Appeal to the Secretary General of the United Nations to receive the Dalai Lama as soon as possible. Through a current initiative of the Radical Party, a letter of invitation has been sent to representatives in 15 parliaments throughout Europe, calling on them to urgently sign the appeal. As of February 16, the total number of signatures has reached 231 among 17 parliaments. Also collected have been dozens of signatures from personalities within the culture and arts worlds of Europe. The objective is to obtain at least 1000 parliamentary adhesions by April 30,1996.
A FLAG FOR TIBET: 264 PLEDGES OF COMMITMENT!
In the past two days, 37 new pledges of commitment have arrived from mayors in 5 European countries, making a total to date of 264 administrations throughout 21 countries. FRANCE: PLEDGE FROM THE CITY OF TOULOUSE
Thanks to the work of Michele DEPRIS at "Laogai Recherche France", the mayor of Toulouse, Dominique BAUDIS, European Minister, has pledged commitment to the "A Flag for Tibet" Campaign.
BASQUE PARLIAMENT TO BE REPRESENTED IN BRUSSELS DEMONSTRATION
By his presence at the European Demonstration, the Basque Regional Parliamentary President, Joseba Andoni LEIZAOLA AZPIAZU will express the solidarity of the Basque parliament with the Tibetan people.
AUSTRIA: PLEDGE OF COMMITMENT FROM THE "LIBERALES FORUM"
Heide SCHMIDT, President of the "Liberales Forum", the Austrian party representative to the Vienna Parliament, has pledged her commitment on behalf of the Forum to the Platform of the March 10th Demonstration.
CROATIA: PLEDGE OF COMMITMENT FROM THE CROATIAN PEOPLE'S PARTY
Secretary General Stjepo MARTINOVIC has pledged his commitment to the Platform of the Brussels Demonstration on behalf of the Croatian People's Party, the party representative to the Zagreb Parliament.
ITALY: PLEDGE OF COMMITMENT FROM THE WWF-ITALIA
On behalf of her organization, WWF-Italia President Grazia FRANCESCATO pledges her commitment to the Platform of the March 10th Demonstration. Furthermore, thanks to the work of Dominique VELATI, the Montana Community "Cusio Mottarone" in Verbania has also given its pledge through its president, Ezio BARBETTA.
EUROPEAN COMMISSION: LETTER FROM THE RP
On February 13, Radical Party Secretary Olivier DUPUIS sent a letter to European Commission President Jacques SANTER, and to Representatives Emma BONINO (Humanitarian Aid) and Leon BRITTAIN (China Relations), whereby a request was made that they receive a delegation of demonstrators on March 10.
ITALY: A FLAG FOR TIBET
From the Pannella-Reformers Club "Nord Milano", Myriam CAZZAVILLAN reports to us that, thanks to their efforts, the mayors of both VIGGIU' and SALTRIO in the province of Varese, have joined the European campaign.
PERUGIA FOR TIBET
Wanting to draw the chairman's attention to the Tibetan cause and encourage the Council to join the March 10th initiative, Barbara CARLI, local council member from the Perugian group "United for Umbria", did in fact, drape herself with the Tibetan flag throughout the entire council meeting.
ITALY: MEETING IN LECCO
On February 15th in Lecco, with the participation of Carmen LECCARDI, the Italia-Tibet Associazione organized and public forum to discuss the March 10th initiatives. Also featured was the presentation of the short film, "My Tibet" by Piero VERNI and Karma CHUKEY and produced by Adelaide AGLIETTA, Green Party Representative to the European Parliament.
A FLAG FOR EACH WINDOW
Continuing with great success is the campaign for "A Flag for Your Own Window," which has recently received the support of hundreds of private citizens in Spain, France, Italy, Austria, Germany, Belgium, Russia, the Ukraine, and Hungary who will fly the Tibetan flag from their own homes on March 10. We would like to remind you that the flags can still be purchased from any European office of the Radical Party or by contacting the editor of "Freedom for Tibet" directly.

The Tibetan Community in Switzerland is preparing an information booth on Tibet and Tibetans to be present at the March 10th Demonstration.
