HIS HOLINESS THE DALAI LAMA MEETS THE RADICAL PARTY. 1998 WORLD SATYAGRAHA.
During his recent trip to Italy, His Holiness the Dalai Lama received the Radical Party delegation for a lenghty talk. The Dalai Lama was accompanied by Ms. Chungdak KOREN, Representative of His Holiness in Southern Europe and Germany. The RP delegation included the Secretary Olivier DUPUIS, European Parliamentary; Marco PANNELLA, the Treasurer Danilo QUINTO; and Paolo PIETROSANTI. His Holiness the Dalai Lama thanked the Radical Party for its long and constant
commitment to the Tibetan cause (and for the non-violent approach to it) that culminated with the great Brussels' demonstration and the European mobilization for freedom in Tibet.
The world "Satyagraha"for freedom in Tibet and democracy in China was the main topic of conversation between the Dalai Lama and the RP representatives, particularly with Marco Pannella. The project of the Satyagraha had already been the subject of previous meetings. During this encounter the Dalai Lama and the RP representatives agreed on the necessity to tackle the actual planning and implementing phases of the project. This will be a worldwide, non-violent mobilitation for the "Affirmation of Truth" (from the Sanskrit, Satyagraha), featuring individual and group actions within the general aim of bringing the non-violent approach to this struggle into every corner of the planet in 1998. The RP representatives suggested that the Dalai Lama open a planning and scheduling negotiation with Tibetan authorities starting the coming weeks. On this subject, the Dalai Lama formulated the hypothesis and proposal for a series of direct, non-violent actions to take place in a certain sequence during the 1998 Saty
agraha.
In this circumstance, we can only add that the three campaigns in progress seem to us appropriate to create the political foundations for a major international mobilitation for the Tibet and democracy in China cause; for the liberation of the Panchen Lama; for the request of an emergency meeting of the Dalai Lama and the U.N. General Secretary; and for supporting the candidacy of Chinese dissident WEI to the 1997 Nobel Prize for Peace.
PARLIAMENTARIANS APPEAL TO THE U.N. GENERAL SECRETARY. 643 ADHESIONS AS OF MAY 21. "MINUS 1357" IN RESPECT TO THE "2000 SIGNATURES" GOAL.
This week, an additional 95 parliamentarians' adhesions to the Boutros Ghali's appeal--because he receive the Dali Lama at the soonest--arrived. Therefore, as of May 21, the total went up to 643 signatures. In the Basque region's Parliament all of the 75 representatives from all political forces undersigned the appeal. Furthermore, the Parliaments of Norway, Portugal, and Holland have--for the first time--supported the initiative. As we have often recalled in this bulletin, the appeal is available in several languages; the form to collect adhesions and the updated roster of undesigners are available upon request at our editorial department, and in the many headquarters of the Tibet Support Group and Radical Party.
II TIBET SUPPORT GROUP INTERNATIONAL CONFERENCE
In this issue of "Freedom for Tibet - Democracy for China Fax" we are publishing the the topics that will be discussed by the six Commissions of the "II Tibet Support Group International Conference" in Bonn (Germany), from the 15th to the 17th of June.

DENMARK / THE DALAI LAMA HEARING
On May 13th, the Danish Parliament's Foreign Commission organized a hearing on the Tibet situation. From human rights' violations to the future development of the occupied state. The Dalai Lama gave a speech on the effort to find a mutually acceptable solution for the Tibet problem through negotiations. In his long intervention, His Holiness expressed his belief that "Democracy in China will have important consequences for Tibet. Many of the leaders of the Chinese democracy movement recognize that Tibetans have been ill-treated by Beijing and believe that such injustice should come to an end." The Foreign Commission had extended the invitation to the hearing to Chinese authorities, but as in other occasions, they declined the invitation. However, two representatives, respectively from the "Chinese Exiles Organization" and the "Federation for a Democratic China," participated to the hearing. Other participants included Professor Per K. SORENSEN, from the University of Leipsig, and Michael Van Walt VAN
PRAAG, UNPO General Secretary. They outlined the Independent Tibet history and present status to the Commission. Finally, representatives from "Amnesty International" and the "Tibetan Women's Association", and Professor Ronald D. SCHWARTZ, from the Canadian Memorial University, intervened with remarks on the specific issue of human rights violations. TIBET / NEW EXILED TIBETAN PARLIAMENT ELECTED
The election office of the 12th Tibetan People National Assembly released the names of the representatives elected on April 25th. For Europe Zatul RIMPOCHE and Dewatsang Thinley CHODON have been elected; for the Americas Wanchuk DORJEE. Our best whishes to all of them and all new-deputies, hoping that, at least a part of the 12th Tibetan legislation will take
place in Lhasa.
TIBET/EUROPE TIBETAN YOUTHS
The 27th "Tibetan Youth Association in Europe" conference which is based in Switzerland, elected for Europe, Jigme RISUR president of the Tibetan Youths.
ITALY/TIBETAN MOTION AT THE TUSCAN REGION
On May 9, the National Alliance board presented at the Regional Tuscan Council a motion on the situation in Tibet. The motion points that "after years of war, urges the necessity to open a negotiation among the Dalai Lama, the exiled Tibetan Parliament and the Chinese Government", and also requires that "the Regional Tuscan Council" undertakes different action in order to press and sensitize the International Community about the gravity of the situation in Tibet.
HUNGARY/CINEMATOGRAPHIC REVIEW ON TIBET
The Hungarian support group for Tibet will organize this summer in Budapest a "cinematographic week" on Tibet. For this reason, it is looking for filmmaterial on "the roof of the world": from feature films to documentaries on the political, religious and cultural aspects of Tibet. -Interview with Chungdak D. KOREN, representative of His Holiness in Geneva at Radio Radicale (Italy) by Paolo PIETROSANTI. On May 15th, Radio Radicale, one of the most important Italian political broadcasts, interviewed the Dalai Lama representative in Rome, who was in the Italian capital to prepare the official visit of His Holiness for the following days to Palermo, Pomaia (Pisa) and Rome. The Dalai Lama's day in Palermo was entirely followed by Radio Radicale. The following is part of a long interview with His Holiness'representative by Paolo PIETROSANTI, General Consul of the TRP.
PP: Recently, some Tibetans had the opportunity to take part in the meeting at the UN commission on Human Rights in Geneva...
CK: Yes, that was this year during the 52nd session of the Human Rights Commission at the UN. We tried, once again, as we have done during the 5 last years, to obtain a Resolution on China. Unfortunately we failed, but at the same time it was a success, because the Tibetan case became, more than in the past, an agenda point. There were several strong statements from governments, from different Non-Governmental Organizations and the Special Rapporteur of the UN received numerous reports on Tibet.

PP: Thank you, Chungdak. To conclude our interview, I would like to ask you to address the audience.
CK: One of the problems that we have been emphasizing this last month is the Panchen Lama. As everybody knows, the reincarnation of the Panchen Lama was recognized by His Holiness. But we don't know where he is. He is the world's youngest political prisoner. In fact, he is only 7 years old and we are really worried about his health and his condition. The Radical Party organized a postcard campaign for the Panchen Lama and I would like to ask the audience to express their solidarity towards us and in the meantime to support the Panchen Lama case.
PP: One more question, Chungdak. There is an appeal to the General Secretary of the United Nations Boutros Boutros-Ghali, asking to meet the Dalai Lama. Do you think this meeting could be take place?
CK: I believe that pressure from the international community would help. After all, the UN should serve the international community. If we come up together, we will be stronger.

WEI JINGSHENG'S CANDIDATURE FOR THE FIRST NOBEL PEACE PRICE 1997
The gathering of signatures for the candidature of the Chinese dissident Wej for the Nobel Peace Price 1997 is still going on in several parliaments and universities. In the meantime, the bulletin "Tibet Info" n.7 of May 20 by the "Comite de Soutien au Peuple Tibetain - France" published the appeal for the candidature of the Chinese dissident. In the next issue of "Freedom for Tibet - Democracy for China Fax", the Wej biography, articles and updated information on the collection of adhesions (up till now 150) will be published. In this number we report technical information about the regulations for the Nobel candidature. This could be helpful in order to have a complete survey of the qualifications to support the Nobel Price proposal.
* The Nomination and Selection of Nobel Prize Laureates.
The Committee bases its assessment of all nominations postmarked no later than 1 February each year. Later nomination are normally included in the following year's discussions. In recent years, the Norwegian Nobel Committee has received well over 100 different nominations for the Peace Prize. (The actual numbers are much higher, but many are for the same candidates.) The following are entitled to nominate candidates for the Nobel Peace Prize:
1. Present and past members of the Nobel Committee and the advisers at the Nobel Institute.
2. Members of national assemblies and governments, and members of the Inter-Parliamentary Union.
3. Members of the International Court of Arbitration and the International Court of Justice at the Hague.
4. Members of the International Peace Bureau.
5. Members of the Institut de Droit International.
6. Present university professors of law, political science, history, and philosophy.
7. Holders of the Nobel Peace Plize.
The committee does not publish the names of nominees. Those who have submitted proposals, however, occasionally make them known; this sometimes results in the organization of campaigns in favour of particular candidates. These have little influence on the committee's decision and may in fact be counter-productive. Working under the committee's secretary, its permanent advisers, or advisers specially called in for their knowledge of individual candidates, report on the nominations received Most work goes into reviewing the qualifications of the candidates on the committee's "short list", i.c. those which it has found most suitable. The advisers do not evaluate nominations; that is the committee's responsibility. The announcement of the Laureate's name is not scheduled for any fixed day but is often made in mid-October
