"Parliament requests the Secretary General which of UNO to receive the Dalai Lama for talks to discuss the following subjects with regard to the distinctive culture of the Tibetan people:

- Enact the possibility of starting direct negotiations between the Tibetan Government in Exile and the PR China;

- Respect for the Tibetans in permitting them to practice their religion and the Panchen Lama as selected by the Dalai Lama;

-Termination of the impediment to the cultural distinctiveness of the Tibetan people."
