Mr Scuka is a well-known attorney in the Czech Republic, living in Prague.

He is the General Secretary of IRU-International Romani Union (a NGO with status of Category II in UN-Ecosoc), and he is the President of ROI (Romani civic initiative) - the Czech gypsy political organization.

He joined the TRP for the first time in 1991, and he was a member of the General Council of TRP until april 1995.
