DECEMBER 10TH:

WALK-AROUND AT THE MINISTRIES OF FOREIGN AFFAIRS.

MARCH 9-10, 1997:

MANIFESTATIONS IN GENEVA, NEW YORK, NEW DELHI, AND MOSCOW FOR FREEDOM IN TIBET.

Only a few days after the launch of the initiative for December 10th in five cities the first coordinations have been constituted and in other cities the first organizational appraisals have begun as well. It is not a simple initiative, that of the "24 Hours of Walk-Around" at the ministries of foreign affairs. It is an essential initiative to accent our pressure aimed at the redoubling of efforts to reach our objective

of the liberation of the Panchen Lama and Wei Jingsheng, which will reinforce, non-violently, our forces and organizational capacities in sight of the global Satyagraha for the liberty of Tibet which we must undertake in 1998.

The progress of this work (which began this past March 10th with the manifestation in Brussels), which is in constant contrast with national and international institutions, obviously requires a continuous determination that cannot surrender itself to the silences - obvious in these phases - of our ministers and mass media, but by departing from precisely these political weaknesses and the continual economic compromises of the western nations with Peking, we will find the force to unite hundreds of thousands of persons in the coming months for the campaign for the liberty of Tibet and democracy in China. The aim is to convert those who are silent into taking definite positions in favor of our requests.

The defeats suffered, such as the resolution of the UN Commission on Human Rights created in Geneva last year, should become the starting point of international mobilization, and for the intense conflict with the governments for the requests that for months we ask of them with increasing force. And not by chance was Geneva adopted by the resolution of the 2nd TSG conference in Bonn as the European city where, on March 9th and 10th, 1997, the manifestation "Freedom for Tibet" for the 38th anniversary of the tragic events of Lhasa in 1959. Together with Geneva,

manifestations could also be held in New York, New Delhi, and Moscow with the intention of concentrating in less cities a greater amount of persons

so as to avoid the fragmentation of dozens and dozens of micro-manifestations that would possibly weaken the cause of liberty for Tibet.

It is precisely in this spirit of communal work that an important signal has reached us from the Indian Parliament, where 14 deputies have signed an international appeal designated for the secretary of the UN so that he may receive the Dalai Lama, thus bringing to nearly 1,200 the signatures of Parliamentarians that have been gathered. And many more are expected from Great Britain....

On December 10, 1996, the Walk-Around will be an important test in sight of March 9-10, 1997. We must immediately begin to contact the organs of information in order to prepare the way for real and proper press offices. Obsessively we repeat it, but one of the keys to our victory will be in having our own press and television stations, combatting in this way the counter-propaganda of Peking.

The first news has begun to arrive concerning the organization of the "24 Hour Walk-Around" at the ministries of Foreign Affairs for the freedom of the Panchen Lama and Wei Jingsheng. The first coordinations have formed and in numerous cities more specific reunions on this initiative will be held in the coming days.

APPEAL TO THE SECRETARY GENERAL OF THE UN TO RECEIVE THE DALAI LAMA

1,172 SUPPORTERS UNITED TO DATE, AMONG THEM 144 INDIAN DEPUTIES AND THE ENTIRE PARLIAMENT IN EXILE OF TIBET.

The collection of signatures continues among deputies and senators so that the secretary general of the UN receives the Dalai Lama with the objective of making the opening of Sino-Tibetan negotiations concrete as soon as possible. In the last few days 144 deputies of the Indian Parliament signed the document. Among them were George FERNANDES of the Sanata Party and Sahib Singh VERMA of the Bhartiya Janata Party, as well as all of the members of the Tibetan Parliament in exile, including Prof. Samdhong RINPOCHE, its president, and Thupten LUNGRIG, its vice-president. The total number of signatures collected as of October 15th is 1,172 among the deputies and senators of 43 nations on three continents.

WEI/AGENDA OF THE DAY FOR CITY COUNCILS

A project of the Agenda of the Day that will be deposited with the community and regional councils has been prepared by the editors of "Tibet-China Fax" in order to sustain the candidacy of Wei for the Nobel Peace prize for 1997. At the moment it is ready in its Italian version.

OCT. 2ND/LOSANNA

More news has reached us concerning the three days of fasting dialogue. In Lossana, Switzerland, thanks to the work of Isabelle DUBOIS and Walter OBERMOSER, a sit-in took place in the center of the city on the night of Oct. 2nd. Approximately twenty people participated in it, and an information stand was kept open for the entire three days.

KIEV/PRESS CONFERENCE

On October 18th a press conference was held in Kiev by Amnesty International and the Transnational Radical Party on the political campaigns for the protection of human rights in China and for the freedom of Tibet. Alexander KOSTRITSKIY, coordinator of the TRP in the Ukraine, has informed the press on the various initiatives in progress. At the conclusion the journalists who were present filled out postcards for the freedom of the Panchen Lama.
