Mr. Chairman,
[...] There is today growing consensus that if international criminal law is to be enforced effectively and perpetrators of the most serious crimes of concern to the international community as a whole are to be brought to justice, a permanent court is necessary. [...]
Many States have in the Preparatory Committee and in the Sixth Committee have expressed their commitment to creating an ICC. The Preparatory Commission had covered much ground and my delegation is confident that we can build on the achievements of the past year to ensure the establishment of a credible international legal body that is truly independent and effective.
