I wish to refer to your fax dated 4 November 1996 in which you extended an invitation to the Secretary-General of the United Nations to participate in the meeting with the President of the General Assembly scheduled for 13 November 1996.

The Secretary-General has asked me to convey to you, as well as to the members of the committee, his thanks and appreciation for your kind invitation.

However, due to this absence from New York, on the occasion of the opening of the World Food Summit in Rome during the same period, the Secretary-General will not be able to participate in the meeting.
