ICC/UK/Early Day Motions in the House of Commons

London, Feb. 18

INTERNATIONAL CRIMINAL COURT

That this House notes that there is at present, no permanent and effective

mechanism which allows those individuals violating international humanitarian

law to be made accountable for their crimes; believes that the only way to

maintain international peace is to focus the rule of law on individual law-

breakers and make international law more effective through the establishment of fsa permanent international criminal court; and strongly urges Her Majesty's Government to support the Preparatory Committee on the Establishment of an International Criminal Court created by the United Nations General Assembly in December 1995.

So far 34 Members of Parliament of all parties have signed it and the numbers

are expected to rise as time goes on.

The Parliamentary Group for World Government also drafted two other Early Day

Motions of interest to Globalists.

UN RAPID DEPLOYMENT FORCE

That this House notes the failure of the United Nations peacekeeping forces to be deployed with sufficient swiftness to de-escalate conflict in Bosnia and in Rwanda; notes that the cost of the relief effort after the Rwandan conflict was $522 million, a figure vastly higher than the $115 million Secretary-General Boutros Boutros Ghali asked for to boost peacekeeping in Rwanda prior to the genocidal conflcit that took place there in April, May and June of 1994; and urges the United Kingdom Government to give serious consideration to the creation of a small standing rapid deployment force for the United Nations, as envisaged by the Commission for Global Governance and the Foreign Ministers of Canada, Denmark and Holland.

THIRD HAGUE PEACE CONFERENCE

That this House regrets the failure of the international community to fulfil

the priimary aim of the UN Charter, "to save succeeding generations from the

scourge of war"; notes the preparations for the Third Hague Peace Conference in May 1999; and urges Her Majesty's Government formally to support the setting up of such a conference and use its standing and influence as a permanent member of the United Nations Security Council to bolster international support for the fulfilment of this project.
