COMMISSION ON NARCOTIC DRUGS ACTING AS PREPARATORY BODY FOR THE SPECIAL SESSION OF THE GENERAL ASSEMBLY DEVOTED TO THE FIGHT AGAINST THE ILLICIT PRODUCTION, SALE, DEMAND, TRAFFIC AND DISTRIBUTION OF NARCOTIC DRUGS AND PSYCHOTROPIC SUBSTANCES AND RELATED ACTIVITIES

ADOPTION OF THE REPORT OF THE COMMISSION ACTING AS PREPARATORY BODY ON ITS FIRST SESSION

ORGANIZATION OF THE SESSION

A. Opening and duration of the session

1. The Commission on Narcotic Drugs Acting as Preparatory Body for the special session of the General Assembly devoted to the fight against the illicit production, sale, demand, traffic and distribution of narcotic drugs and psychotropic substances and related activities held its first session on 26 and 27 March 1997 at Vienna.

2. The session was opened by the Executive Director of the United Nations International Drug Control Programme, Mr.Giorgio Giacomelli who made an introductory statement.

B. Attendance

3. As decided by the General Assembly in its resolution 51/64, section IV, the delibarations of the Commission on Narcotic Drugs Acting as Preparatory Body were open-ended, allowing for full participation of all States Members of the United Nations and of specialized agencies and observers in accordance with established practice.

4. The following State Members of the United Nations were represented: Afghanistan, Algeria, Angola, Argentina, Armenia, Australia, Austria, Azerbaijan, Bahamas, Belarus, Belgium, Belize, Bolivia, Bosnia and Herzegovina, Brazil, Brunei Darussalam, Bulgaria, Canada, Chile, China, Colombia, Cote d'Ivoire, Croatia, Cuba, Cyprus, Czech Republic, Democratic People's Republic of Korea, Denmark, Dominican Republic, Ecuador, Egypt, Ethiopia, Finland, France, Germany, Ghana, Greece, Guatemala, Haiti, Hungary, India, Indonesia, Iran (Islamic Republic of), Iraq, Ireland, Israel, Italy, Japan, Jordan, Kazakstan, Kenya, Kuwait, Kyrgyzstan, Lebanon, Lithuania, Luxembourg, Madagascar, Malaysia, Malta, Marshall Islands, Mexico, Monaco, Morocco, Myanmar, Netherlands, New Zeland, Nicaragua, Nigeria, Norway, Pakistan, Palau, Panama, Papua New Guinea, Paraguay, Peru, Philippines, Poland, Portugal, Quatar, Republic of Korea, Republic of Moldova, Romania, Russian Federation, Samoa, Saudia Arabia, Singapore, Slovakia, Slovenia, So

uth Africa, Spain, Sri Lanka, Sudan, Sweden, Syrian Arab Republic, Thailand, the former Yugoslav Republic of Macedonia, Tunisia, Turkey, Ukraine, United Arab Emirates, United Kingdom of Great Britain and Northern Ireland, United States of America, Uruguay, Uzbekistan, Venezuela, Viet Nam, Zimbabwe and Libyan Arab Jamahirya.

5. The following non-member States sent observers: Holy See and Switzerland.

6. The Crime Prevention and Criminal Justice Division of the Secretariat was represented.

7. The following United Nations bodies were represented: International Narcotics Control Board, United Nations Children's Fund, United Nations Development Programme and United Nations International Drug Control Programme.

8. The United Nations Interregional Crime and Justice Research Institute was represented.

9. The following specialized agencies were represented: International Labour Organization, Food and Agriculture Organization of the United Nations, United Nations Educational, Scientific and Cultural Organization, World Health Organization and Unite Nations Industrial Development Organization.

10. The following intergovernmental organizations sent observers: Colombo Plan Secretariat, Council of Arab Ministers of the Interior, European Community, Europol Drugs Unit, League of Arab States, Organization of American States, Southern African Development Community, South Pacific Forum Secretariat and World Customs Organization.

11. The International Criminal Police Organization, an organization having a special arrangement with the Economic and Social Council, was represented.

12. The following non-governmental organizations in consultative status with the Economic and Social Council were represented:

(a) GENERAL: Transnational Radical Party, Consumers International, International Council of Women, International Federation of Business and Professional Women, Rotary International, Soroptimist International and Zonta International;

(b) SPECIAL: African Commission of Health and Human Rights Promoters, Andean Commission of Jurists, Asia Crime Prevention Foundation, Association for the Advancement of Psychological Understanding of Human Nature, Association for the Study of the World Refugee Problem, Communities Forestry and Social Development Organization, General Arab Women Federation, Himalayan Research and Cultural Foundation, International Association of Judges, International Association of Lions Club, The - Lions Club International, International Council on Alcohol and Addictions, International Federation of University Women, International Institute for Prevention of Drug Abuse, International Social Service, International Society of Social Defense, Italian Centre of Solidarity, Pax Romana (International Catholic Movement for Intellectual and Cultural Affairs) (International Movement of Catholic Students), Society for Threatened Peoples, SOS Drugs International, Vienna Institute for Development and Cooperation, World Association of Gi

C. Election of officers

14. At its 1st and 2nd meetings, on 26 March 1997, the Commission Acting as Preparatory Body elected the following officers by acclamation:

Chairman: Mr.Alvaro de Mendonca e Moura (Portugal)

Vice-Chairman: Mr.Alberto Scavarelli (Uruguay)

Mrs.N.J.Mxakato-Diseko (South Africa)

Mrs.Daniela Rozgonova (Slovakia)

Vice-Chairman-cum-Rapporteur: Mr.N.K.Singh (India)

D.Agenda

15. At its 1st meeting, on 26 March 1997, the Commission Acting as Preparatory Body adopted the provisional agenda (E/CN.7/1997/PC.1), with the addition of items 4 and 5. The agenda was as follows:

1. Election of officers.

2. Adoption of the agenda and other organizational matters.

3. Preparation for the special session of the General Assembly to consider the fight against the illicit production, sale, demand, traffic and distribution of narcotic drugs and psychotropic substances and related activities and to propose new strategies, methods, practical activities and specific measures to strengthen international cooperation in addressing the problem of drug abuse and illicit trafficking.

4. Adoption of the agenda for the second session of the Commission Acting as Preparatory Body.

5. Adoption of the report of the Commission Acting as Preparatory Body on its first session.

E. Documentation

13. The Commission Acting as Preparatory Body had before it the following documents:

(a) Provisional agenda for the session (E/CN.7/1997/PC.1)

(b) Report of the Executive Director on procedural issues to be considered in preparation for the special session of the General Assembly (E/CN.7/1997/PC.2);

(c) Report of the Executive Director on substantive issues to be considered by the General Assembly at its special session (E/CN.7/1997/PC.3).
