The law on alternative civilian service - now!

This postcard petition is issued to demand the soonest adoption by the State Duma of the Federal Law "On Alternative Civilian Service" whose draft has been already passed in the first reading in December 1994 and which must respond to the following principles:

- the alternative service must have exceptionally civil character (work in social field);

- its terms must not be punitive in comparison with terms of military service;

- every convictions (and not only specific confessional belongings) must be considered as valid reasons to perform alternative civilian service instead of military service as it is provided by the Russian Constitution.
