Amendments to a motion for a Resolution on the Communication from the Commisssion to the Council on "Europe and Japan: the next steps" (COM(95)0073-C4-0147/95).

Emendements tabled by Olivier DUPUIS (ERA)

E. (new): Whereas the EU stronly denounces the use of the death penalty and all its member states have abolished it, while Japan still maintains this inhuman punishment.

F. (new): Whereas the EU remains anxious about the grave conditions in Japanese prisons.

6. (new): Requests the Japanese government to sign the Second Optional Protocol to the International Covenant on Civil and Political Rights, and to immediatelly declare a moratorium on the death penalty as a first step towards the abolition of the capital punishment.
