* Fu Guoyong, 29, was sentenced to three years of RTL after he was detained at his sister's business in Taiyuan, Shanxi Province, in July 1996. The police, who did not show a warrant, told his sister that Fu Guoyong was involved in "illegal political activities." Fu Guoyong participated in the Zhejiang May 1996 petition (see Chen Longde above). While in Taiyuan, he distributed pro-democracy essays. He is currently detained in Shanxi. Chen Ping, who helped him distribute these essays was detained in August 1996 and sentenced to one year of RTL. Fu previously served a two-year RTL term following the crackdown on the 1989 democracy movement. He launched the unofficial journal Generation in Zhejiang in 1988. After his release he wrote articles for the Chinese-language press. On 24 May 1995, Fu Guoyong was taken into Hangzhou PSB custody and released within 15 days.
