* Wang Donghai, a Hangzhou store manager, was sent to serve a one-year RTL term on July 29, 1996. Wang Donghai coauthored "An Open Letter to the NPC on the 7th Anniversary of June Fourth" (see Chen Longde above). Wang Donghai was taken away from his home by police on May 27. He was initially held under administrative Shelter and Investigation detention. Hangzhou PSB officials agreed to release him into house arrest after Wang's family paid them 3000 yuan. On August 30 Wang was redetained, supposedly for the purpose of a "study class," and was released back to house arrest about a month later. Wang Donghai edited the independent journal Zhejiang Tide during the Democracy Wall movement of the late 1970s. In 1989 he served two years in prison for "counterrevolutionary propaganda and incitement." In May 1995, he spent a few weeks in detention after helping write a petition to the NPC.
