Motion for a resolution pursuant to article 47 of Rules of Procedure

On the famine and the political situation in Northern Korea
The European Parliament:
- considering its previous resolutions on the People's Republic of Korea (Northern Korea);
A. extremely alarmed by the informations that almost one million persons have already died by the starvation and that more than 800.000 children are menaced by death of starvation or disease;
B. extremely alarmed by the informations that the alimentary reserves of the country are already overdrawn;
C. consternated by the information that the starvation has constrained a growing number of Northern-Koreans to resort to cannibalism to survive;
D. considering that the dramatic development of the famine in Northern Korea is caused essentially first of all by the policy of the ruling regime and not, as the Northern-Korean authorities tend to claim, by the natural catastrophes;
E. recalling that besides tragic economical and social situation, the population of Northern Korea suffers for more than forty years the criminal folly of the national-communist regime;
F. considering the total absence of the will of the Pyongyangs regime to begin serious reforms, both economical and political;
G. considering that the offers of the aid by the international community and some of its Member States are either refused or used as the extortion tool by the Korean authorities;
H. considering the appeal launched by the FAO in favour of the programme of urgent aid;
1. Considers that the authorities of the Peoples Republic of Northern Korea bear full responsibility for the actual situation;
2. Believes that the gravity of the situation and the absence of the will, intentional and repeated, from the part of the Northern-Korean authorities to resolve it, are sufficient for accusing these authorities for the crimes against humanity;
3. Requests the United Nations to employ all the means on its disposal or on the disposal of its Member States, including the use of satellites, to immediately realise the evaluation of the actual situation in the Peoples Republic of Northern Korea in order to make an estimation of the persons menaced by death of starvation, number of persons dying of starvation daily and the measures to introduce to end this tragedy;
4. Requests the United Nations to send without delay a humanitarian mission in Northern Korea to verify the conditions of life and death of the populations and to organise a large-scale plan of the humanitarian intervention;
5. Requests the United Nations to bind the international guardianship of the Northern Korea for 5 years and to give the mandate to the Government of Southern Korea to exercise this mandate after which a referendum on the status of the Northern Korea and the modalities of its eventual reunification with Southern Korea will have to be organised;
6. Instructs its President to forward this resolution to the Commission, the Council, the Member States, the Governments of the Peoples Republic of Korea (Northern Korea), the Republic of Korea (Southern Korea), the United States and Peoples Republic of China, as well as to the Secretary General of the United Nations.
