On February 21 in museum of Andrei Sakharov in Moskow, occured public discussion "RIGHT FOR INTERNATIONAL COMMUNICATIONS". It was organised by Russian Esperantist's Union (REU), Moscow Offise of Transnational Radical Party and Peopl"s Rusiian Esperanto-Mouvement (PREM). It was dedicated to the fact that just before 60 years, in February 1938, NKVD arrested the activists of Union of Esperantists of Soviet Republics - SEU (many of them were killed), and closed the office of SEU. So was ceased for 19 years, till 1957, the organisated Esperanto-movement in USSR.

The cheaf reprtesrs were Prof. Sergei Kouznetsov, cheaf of the cathedra of General and Historic Linguistics of the Philologiccal Faculty of Moscow University; Vladimir Samoday, journalist-arabist and Esperanto-movement veteran; Nikolai Stepanov, historition of Esperanto-movement in USSR and many others esperantists and members of Radical Party.

They emfased, that the state institutions are not interested in the right of citizens for international communications; the right can be garanteed only bu non-gouvermental organisations such as Radical Party and Universal Esperanto-Association.
