Summary of an article of Agron ALIBALI, graduated Master of Laws in BOSTON, and taken to the Book "NATION" published in Albania.
The International Right (Law of Nations) and the possible rational Unification of the Albanians in Balcans!
The unification of all the territories of all the albanians at one entity, which, as special subject of the international right (law of nations), should be at the same time constituent or part of one other political, economical entity..., which means the albanian national unification under an other federative organization, be it Balcanic or European one.
May be, more realisctic should be an Ethnic Albania in the European Union. Firstly has to be predeterminated the absolute importance has the full integration of the Albania in European Union, and at other wards that means an predeterminated geografic, economic entity, and partly Juridical & political of all albanians in one United States of Europe, which should means that the present borders of the Albania should be some administrative remembering rest, where the free moviments of comerce, capitals, people and ideas should be assured definitively between It's parts, therefore between the present Albania, Kosovo, Çameria and other territories in Montenegro and Makedonia...
These means that first of all the Albania should strongly work on the Association Agreement between Europe and Albania and certanly to NATO too.
Secondly the idea "an entity... partly Juridical & political all albanian" should be interpreted as an inssurance of some how intermediary status between the present level of total political, economical, juridical and military dependency, of these territories under the juridiction of other neighbouring States, and the total independence.
That means some how a special status, may be comparable to the concept "one State two Systems" developed in Hong Kong, and some how it be reflected to the option of the albanians of Kosovo for "One Inependent Kosovo opened, at the same time, in front of Albania and Serbia", or to the idea of the Republic of Kosovo under Yugoslav Federation, equally to Montenegro and Serbia.
Adequate to concret circustamces, similary views can be treated and discused to be developed in ovest Makedonia, in Montenegro and Çameria in Greece. But, in relation with the albanian minorities of Greece the problem must be analyssed by çamies people, albanians in their villages and the albanian emigrants.
In these directions we can remember:
the recomandations of International Commission on Balcans, which in it's reporting of 1996 on Kosovo conflict suggested between others the achieving of one pact which should sicure the rights of albanians for autogoverning and the pleading of the rights for the serbian minorities; or if the problem for some years will not be set out, then the solution of Kosovo's problem should be realised by an International Arbitrage which juridicaly should be obligatory for both parts.
