Southern Mongolia: letter of Hada's wife to the US president

Letter to the US president from Xinna

Mr. President:

Under the pressure of u.s. and other countries, Chinese government released some political prisoners such as Wei Jingsheng, and Wang Dan. All family members of political prisoners including me myself are gratified at the results. Before you visit China, I write this letter to say something about my husband Hada. I hope you, the government of the US and the international society pay attention to the ethnic problems of Inner Mongolia and the difficulties of my husband.

1. Brief Introduction of Mr. Hada

Mr. Hada, age of 43, was born in Horchin South Banner of Inner Mongolia.

From 1978 to 1983 he studied in the department of Mongolian language and literature, Inner Mongolian Teacher's College for Nationalities. After graduation, He worked as an editor in Inner Mongolian People's Publishing House for three years. From 1986 to 1989 he studied in the department of politics, Inner Mongolian Teacher's University, and graduated with master's degree in philosophy. In October, 1989 he started a book store called Mongolian Academic Book Store in Hohhot, the capital city of Inner Mongolia.

He organized the South Mongolian Democratic Alliance, Published a journal called Voice of South Mongolia, wrote a book called The Way out of Southern (Inner) Mongolia introducing Mongolian history, international law and human rights to the people of Inner Mongolia since 1989. Because of these, he was arrested by the Inner Mongolian Public Security Bureau (IMPSB) on December 10, 1995 and sentenced to 15 years of imprisonment on December 5, 1996. Although he appealed to a higher court, the court maintained the original sentence. He now is in prison (the fourth prison of Inner Mongolia, Chi Feng, Inner Mongolia).

His living condition in the prison is improved in accordance with the request of him and his family. But his health problems are not taken seriously by the prison. He has several diseases such as cholecystitis, coronary heart disease and rheumarthritis. So we (I and the Hada family) have asked the prison to:

(1) Transfer Hada from the prison in Chi Feng to Hohhot, where his family is living, so his family could take care of him easily.

(2) Sent Hada to hospital for medical treatment, if his health is in bad condition. But we have not received response from the prison yet.

2. His family is in difficult condition.

In 1995, after the arrest of Hada, my elder brother, Mr. Hasi and I were also illegally imprisoned by IMPSB for three months. They search my house and confiscate my property, such as video tape, cassette tape, address book, research papers, even a potable phone which was, for once, used to interview with VOA (Voice Of America). They said that potable phone was the kind of instrument jeopardizing nation's security.

On July 26, 1996, IMPSB closed down my book store (all my family income was from this book store) and from August 13 to 14, 1996, they took away all of the books and other properties in the store without going through the necessary legal procedure.

I am now in such difficulties that I even can't afford my everyday spending. IMPBS also placed my apartment under surveillance on September 3, 1996. I lost my basic human rights.

In March 1997, I went to Chi Feng to see my husband. Immediately after my arrival in Hohhot, IMPSB called me to request that I should confess to them what I had said to my husband. They interfere with my freedom of speech.

In July 1997, during the 50th anniversary of creation of Inner Mongolian Autonomous Region, four people from IMPSB went to my apartment and kept watching on me for 24 hours and then took my son and me to Chi Feng and Ulaanhot. In the city of Ulaanhot, my son and I were illegally imprisoned by the local police for two days until the representatives of Chinese central government left the city (Hohhot). After my return to Hohhot, I requested IMPSB for several times to take back my books and let me reopen my book store. But I have not received response from them yet.

In such condition, I requested some authorities concerned to solve my problems, but they didn't pay any attention to me. So I have been depending on the help of my relatives and friends to survive. I can't do anything about my difficulties and problems in China, my hope is that I can get assistance from international society. As a matter of fact my requests are not high. I have only the following requests:

(1) IMPSB should prove with facts why my book store is illegal.

(2) IMPSB should provide me the legal grounds why I can't reopen my book store in the street of university (where the bookstore was located).

3. I hope the international society urge Inner Mongolian and Chinese authorities to face up to the ethnic problems and solve national antagonism and contradiction on the bases of democracy and legal system.

The arrest of Hada and over one hundred of other Mongolian intellectuals in 1995 is once again a cruel suppression of minority. This mean action is beautified as dispensing justice. On January 1, 1998, the newspaper of Inner Mongolian Daily reported the news that IMPSB was awarded a class one collective commendation. These unfair facts impel the bare-handed Mongolian victims to think over their nation's sufferings and the

existing problems in Inner Mongolia.

According to the constitution of P. R. China, all citizens of P. R. China enjoy the freedom of speech, publish, meeting, assembly and parade and demonstration. So I think my husband Hada's activity is not illegal on the country and it should be protected by the law. Moreover, Hada advocate national self-determination, it is in conformity with Chinese communist party's view of national theory and the treaty of human rights of UN. Since the foundation of Inner Mongolian Autonomous Region, Southern Mongolian people haven't suspended their pondering of their nation's future, many intellectuals such as Maohai, Xiasu, Huchuntegus, Oilai, Tsedendorj, Monhbat, Boyan, Ulaanshivuu, they all advocate self-determination of ethnic group by means of peaceful way.

And their advocacy did not violate constitution of P. R. China and International laws. But all of them have been suppressed. Now some of them are in prison and others died.

These facts show that Communist party of China did not undertake their promise to minorities. During the 50 years' power, Communist party violates the laws and stifle the cry of justice of minorities. There are many serious ethnic problems in Inner Mongolia such as population, education, religion, culture, land etc. All of the problem concerned is the result of deprivation of Mongolian minorities' self-determination right. From these fact we can know that not the minority create dissension, but the majority bully and oppress the minority. This long-term unfair treatment to minorities result in the deterioration of national contradiction in China.

From the experience of Hada and me, we can know the cruel suppression to minorities in China. But China is, after all, one member of the international society. I think international society should put pressure on the Chinese government's to implement the laws they made and the international treaties. So I hope Mr. President should urge the Chinese government to do following during the visit.

(1) All Chinese people including minorities enjoy the real right of freedom such as speech, publish, meeting, assembly and association, parade, and demonstration stipulated in the constitution of P. R. China.

(2) Chinese government strictly abide by the Chinese and international law, and provide minorities with real self-determination right.

(3) Release my husband Hada and other political prisoners and stop the suppression to minorities.

I think the central point to solve the ethnic problem is democracy and human right. I hope Chinese government can face up to ethnic problems and solve the ethnic problems on the bases of democracy and justice.

I believe that with more democracy and justices, Chinese people and other people in the world will carry the historical task of freedom and democracy together hand in hand.
