UNITED NATIONS - High Commissioner for Human Rights

The Office of the High Commissioner for Human Rights (OHCHR) has the honour to communicate the following message at the request of the Bureau of the 54th session of the Commission on Human Rights:

"To enable the Bureau to discharge its mandate in facilitating a review of the mechanisms and bodies of the Commission on Human Rights, its would be appreciated if interested parties could make written submission to the Secretary of the Commission. The submissions should contain proposals for enhancing the effectiveness and efficiency of the mechanisms.

The Bureau intends holding an open meeting during early August in Geneva to discuss the proposal received. Written submissions should therefore reach the Secretary by 20 July 1998.

A framework for the process of the review, prepared by the bureau, is attached as is decision 1998/112 of the Commission which established the terms of reference of the review".

28 May 1998: Meeting of the Bureau with Special Rapporteurs during their annual session in Geneva;

22-24 June 1998: Attendance by two members of the Bureau at the "Vienna Plus Five", an International NGO Forum in Ottawa, Canada;

6-31 July 1998: Consultations with delegations at the substantive session of ECOSOC, New York;

3-28 August 1998: - "Meeting of Bureau members with experts of the Sub-Commission on Prevention of Discrimination of Minorities at its 50th session;

- Special meeting of Bureau members with representatives of NGOs attending the 50th session of the Sub-Commission;

Participation of the High Commissioner and of the Secretariat

The views of the High Commissioner and the Secretariat, in particular of the Internal Task Force on human rights mechanisms established by the High Commissioner in May 1998, are welcome and should be communicated to the Bureau by the end of July 1998.

II Commission on human Rights decision 1998/112: enhancing the effectiveness of the mechanisms of the Commission.

At its 60th meeting, on 24 April 1998, the Commission on Human Rights, with a view to enhancing the effectiveness of the mechanisms of the Commission on Human Rights, acceded, without a vote, to appoint the Bureau to undertake a review of the mechanisms of the

Commission with a view to making recommendations to the Commission at its fifty-fifth session.
