Rome, August 7, 1998 - "While Italy is deciding - or not deciding - to postpone to "better" times the offensive at the United Nations in favor of the establishment of a universal moratorium of capital executions. The anti-abolitionist front is organizing itself. During the ECOSOC, Jordan, on behalf of other 50 nations, has intervened to warn those who are preparing an initiative in favor of the abolition of the death penalty.
All this happens while the Austrian Presidency of the European Union has reiterated the EU position in favor of the reinforcement of its policies at the UN in support of the abolition of the death penalty.
Today there is a majority - probably an absolute one - at the UN in favor of the moratorium. Today we can keep up the momentum of the creation of the International Criminal Court, what about next year?"
