Dear members of Parliament:

The situation in Kosovo becomes each hour more and more dramatic. Mass murders of civilians, destroyed villages and cities, almost half-million of refugees from Kosovo. How to stop this nightmare?

The NATO's air strikes against Serbian military objects are worse that it is possible to think up in the given situation. Besides, as frequently it happens in such cases, they will result in more than probable loss of those who is least guilty, these strikes will result only in a boomerang effect: strengthening dictatorial national-bolshevist regime of Milosevic - a regime, which not only has untied bloody war in former Yugoslavia yesterday and suppresses aspiration of the Kosovo's inhabitants to an autonomy, but also suffocates democracy in Serbia itself.

There is, however, a weapon much more powerful and effective, than cruise missiles. This weapon is Law and Right. President Milosevic should be neutralized politically.

It is very simple to make it. It is enough for this purpose, that the Hague tribunal on crimes committed in former Yugoslavia has issue official indictment against Milosevic for what he has made and makes, since 1991: preparation and organization of war crimes and crimes against humanity - yesterday in Croatia and Bosnia, today in Kosovo. Such an indictment were already issued against two main assistants of Milosevic in Bosnia - Radovan Karadzic and Ratko Mladic. It has appeared enough, that they for ever have disappeared from a political stage of former Yugoslavia. Meanwhile, the principal instigator of awful Yugoslavian tragedy continues to use all privileges of a distinguished and internationally recognized head of state, a partner to sit together at a negotiating table.

National-bolshevist regime in Belgrade should be overthrown: the decision of the problem of all former Yugoslavia (and not just today's Kosovo problem) lays on this way.

Unfortunately, Western governments prefer to negotiate with war criminals, giving them an aura of legitimacy, simultaneously clanking by weapon. The reasons of such a "strange" behavior are, it seems, of an internal political character.

You, Russian parliamentarians, can help to stop war crimes, committing by the Serbian army against civilian population in Kosovo. You can help to prevent NATO's bombardment, help to solve the problem of former Yugoslavia.

You can help to protect our Serbian brothers - to protect, first of all, against dictatorial regime in Belgrade. This support is waited from you by those people in Serbia, who struggle for freedom, democracy and human rights in their country, those people who now look at the sky with pain and alarm in expectation, what exactly they - they, instead of dictator, covered in the bunker! - become a target for American "Tomahawks".

With this purpose we address to you with a urgent appeal to sign the appeal to the Hague tribunal launched by the Transnational Radical Party with request to issue immediately official indictment against president of Serbia Slobodan Milosevic. This appeal is already signed by 30,000 citizens of the most different countries of the world, including about 400 deputies of national parliaments and European Parliament, belonging to the most different factions and parliamentarian groups.

We also would be glad to see you on demonstration, which Radical Party organizes on Friday, October 16, from 9 o'clock till 10 o'clock at the building of the State Duma in Okhotny Ryad, a demonstration, which will pass under the slogans "No to air strikes, yes to warrant on Milosevic's arrest", "Protect Serbian brothers against national bolshevist regime of Milosevic", "Freedom for Kosovo, democracy for Serbia".

Much depends today on your position. Stop Milosevic with your signature! Stop senseless NATO's air strikes!
