Moscow, November 4, 1998 -- Today, 81 years after Bolshevist coup d'etat, which changed by tragical way the course of world history in 20th century, communism still kills. Communist regimes still represent threat to freedom, dignity and the very life of the people: whether it be national bolshevist regime of Milosevic in Belgrade, or red mandarins' power in communist China, or totalitarian Castro's dictatorship in Cuba.

These weeks of autumn of 1998 the attention of all world is attracted to a new war untied by Serbian national communist regime in Kosovo, to reprisals of the Belgrade regime against free press, democratic, liberal, antimilitarist forces in Serbia itself. It is necessary to understand, that NATO's air strikes against Serbian military targets are not the decision of Kosovo's problem, they only will result in strengthening and consolidation of Milosevic's totalitarian regime. For solving the problem of all former Yugoslavia, for guaranteeing peace, freedom and democracy both for Kosovars and for Serbs it is necessary to solve the problem of Slobodan Milosevic, having neutralized him politically at ones and for ever.

To this purpose serves the international petition campaign launched by the Transnational Radical Party, entitled "Stop Milosevic with a signature", addressed to the chairman and general public prosecutor of the Hague tribunal on crimes in former Yugoslavia and containing the requirement to indict officially Slobodan Milosevic for war crimes committed since 1991 - yesterday in Croatia and Bosnia, today in Kosovo.

This petition has been signed as for today by 50,000 citizens of the most different countries of the world (among them almost 700 members of parliaments of the various states and European Parliament), including known personalities of science, culture, politics. Among them: actress Isabelle Adjani (France), writer Wladimir Bukovsky (Great Britain), philosopher Andre' Glucksman (France), actress and human rights activist Bianca Jagger (USA), writer and former Soviet dissident Leonid Pliusc (France), vice speaker of the Azerbaijan parliament Arif Ragim-zade, leader of Italian Radicals Marco Pannella.

Among today's signatories in Russia: five deputies of State Duma (Konstantin Borovoj - independent, president of the Party of economic freedom, Saak Karapetjan - Jabloko, Julij Rybakov - independent, member of political council of the DVR, Galina Starovojtova - independent, president of the Democratic Russia Party, Arkadij Jankovskij - Russian regions), actress Lija Ahedzhakova, journalists of the newspaper "Moskovskij Komsomolec" Aleksandr Aronov and Julia Kalinina, writer Anatolij Pristavkin, president of Glasnost Protection Foundation Aleksej Simonov, secretary of the Antimilitarist Radical Association Nikolaj Khramov and many others.

On November 7, at the day of 81st anniversary of October revolution, the activists of Radical Party will carry out in Moscow a picket under the slogans: "Communism still kills: in Kosovo, in China, in Cuba", "Freedom for Kosovo, democracy for Serbia", "Defend Serbian brothers against national bolshevist regime of Milosevic", "Stop Milosevic with a signature".

The picket and collection of citizens' signatures under petition to the Hague tribunal with the demand to indict Milosevic will begin at 14.00 on Pushkin square (corner of Tverskaja and B. Bronnaja streets at Natasha shop).
