LDK Says Serb Forces Returning to Their "Crime Scenes" in Kosova

President Rugova's party presses for NATO troops presence in Kosova

PRISHTINA, Nov 24 (KIC) - After a partial and camouflaged withdrawal, Serb military and police forces are returning to

their crime scenes in Kosova, there where they committed outrageous atrocities over the Albanian people of Kosova,

the Presidency of the Democratic League of Kosova (LDK) said in a statement after a meeting today (Tuesday).

The LDK said Serbian military and police forces have "in the past couple of weeks" been retaking positions they were

during their aggression in Kosova. "With the return of these forces, the wave of shelling, burning and looting of Albanian

settlements" as well as a campaign of persecution, arrests and political trials of Albanians has resumed, President

Rugova's party said.

The increasing and intimidating presence of Serbian forces has been obstructing the process of the return of displaced

Albanians to their homes, or even forced new people to flee, the LDK said.

The Belgrade regime has not complied with UN Security resolutions, is beefing up its forces in Kosova and engaging in

mock efforts for the resolution of the crisis, the party said, referring to Serb President Milutinovic's "unserious

invitations" for dialogue.

The Presidency of the LDK presses for the establishment of a military presence by NATO in Kosova to "protect the

Albanian people from Serbian military and police aggression".

Serb Plan Utterly Unacceptable, Hill's to Be Essentially Improved Before

Becoming Acceptable, Demaçi Says

PRISHTINA, Nov 24 (KIC) - At the outset of a press conference in Prishtina today (Tuesday), Mr. Adem Demaçi,

Political Representative of the UÇK (Kosova Liberation Army), said he secured the release of Serb state security

officer, Goran Zbilic, who had been under UÇK custody. "This is a gesture of good will by the UÇK, and we want the

Serb regime to respond with good will, too, and release Albanian prisoners".

He said Ukshin Hoti, who was sentenced to imprisonment in a staged political trial, should be released by the Serb

regime. The latter should also assume responsibility for the fate of Dr. Hafir Shala, who was arrested "by a certain Jovo

Damjanovic", and Xhavit Haziri, who was abducted, he said, calling this a "shame" for the Serb regime.

The Serb draft proposal for a settlement in Kosova is by far "passI", and therefore utterly unacceptable, Demaçi said.

The U..S. envoy Chris Hill's plan is not acceptable either, he added, speaking of "numerous reservations" about it.

The Hill plan has a long way to go before becoming acceptable, the UÇK Political Representative said, conceding

though that "we do not reject it as a project, as an effort which should be improved, amended with essential and

principled stuff".

Adem Demaçi said he was not working any longer for "Ballkania", a confederation of Kosova, Serbia and Montenegro,

any longer. "I have given up my Ballkania", he said, adding that it was in August that he abandoned it, when he struck a

deal with the UÇK, "who gave up their formula for the unification of Albanian lands".

"We (Demaçi and UÇK) have a unified position and goal, to implement the will of the people for independence,

expressed in the 1991 referendum", he said.

Efforts are being done to avert incidents, to strengthen this fragile peace, to keep the word the UÇK has given with

regard to self-restraint, to end the fighting and observe the Holbrooke-Milosevic agreement, to create conditions for a

lasting political solution, Adem Demaçi said.

Adem Demaçi reaffirmed his position on the need to establish an Assembly in Kosova, to unite the political and

nonpolitical organizations, and "create the basis for a political power in Kosova", in which the UÇK would assume its

place, too. "If we press ahead with the formation of Government [without the creation of the Assembly], this would be

only a temporary repair, which would not yield any results", the UÇK representative concluded.
