YUGOSLAVIA. RP: THE DECLARATIONS OF THE AMERICAN STATE DEPARTMENT SOUND NOT ONLY LIKE A REJECTION OF THE HOLBROOKE APPROACH, BUT ALSO LIKE THE POSSIBILITY OF A NEW POLICY CONCERNING YUGOSLAVIA.

Brussels, 2 December, 1998. The literally revolutionary declarations of James Rubin, spokesman of American State Department - Slobodan Milosevic "has been in centre of all the crises in the former Yugoslavia in the last ten years and prevents the arrival of peace and democracy in the Balkans" and Milosevic "is not a part of problem, he is the problem itself" - sound not only like a radical rejection of the Holbrooke approach, but also like the possibility to deal finally with the question of overthrowing the national-communist regime of Belgrade, indispensable premise for any perspective of democracy and freedom for Serbs and for Kosovars alike. An important signal, which we hope to be perceived as soon as possible by the Prosecutor General of the International Tribunal for Crimes Committed in the Former Yugoslavia."
