Drugs/Russia - Club Khramov "This year's results: hundreds thousands of victims of criminal policy"

DRUGS: CLUB KHRAMOV "THIS YEAR'S RESULTS: HUNDRED THOUSANDS OF VICTIMS OF CRIMINAL POLICY"

Moscow, December 30, 1998

Statement of Lev Levinson, member of Directorate of "Club Khramov - Association for Libertarian Reforms":

``The Ministry of Internal Affairs has reported about its work made during this year. As it was necessary to expect "the key characteristic of this year there was a sharp increase of crimes connected to drugs". According the Interior Ministry's data, for 11 months of 1998 in Russia there were 199,047 of drug confiscations registered.

The score has is already on hundreds thousand. Hundreds thousand of whom? Of assassins? Of thieves? Of criminals? No, these people do not rummage in pockets. This is the State which gets to them into their pockets to find there not a bottle of vodka and not a pack of Marlboro, but half-gramme of substance, which, as a rule, can bring harm only to its holder, if any. Among these hundreds thousand, there are only some percents of those who makes black business on these substances.

Hundreds thousand customers: under inquest, under arrest, in prisons. Some years on prison's plank bed for 0.005 grams of heroin. Investigatory prisons for half-gramme of marijuana: a substance less harmful as tobacco. Drugs, which are foisted every day to detainees: to Chechens because they are Chechens; to the businessmen because they hinder someone; just to someone because digits, accountability, premium, crime control are necessary to law enforcement bodies. Drugs, which are used to break life for young people, making their criminals because they live as they want, they fill their organism with what is pleasant for them.

Who, which regime needs hundreds thousand armies of young criminals? Who needs criminalized youth, past through schools of prison and labor camps? Who needs slaves afraid of dust in their pockets?

It is necessary to act in order not to let already millions of "drug addicts" to meet the 2000 in jail.

It is necessary to counteract the state policy of mass reprisals developed under pretext of struggle against drug addiction.

We should achieve freedom of therapy and rehabilitation for drug addicts, first of all - controlled distribution of heroin in out-patient conditions.

We should - by all legal means - to struggle against the police-state law on drugs.

We should work for change of the criminal legislation on illicit drug traffic with the purpose of abrogation of criminal prosecution for drug storage and acquisition.

We should demand change of the mad list of Constant Committee for drug control, which equated the smallest quantities to the largest ones.

We should not despair of our struggle for hemp legalization.

But we have no right to be quiet, when thousands of our fellow citizens, feloniously declared criminals, meet the New Year in overflowed cameras full of insects, spiting by blood.''
