REPORT of Mr. Eurico de Melo

Title: On the challenges of global governance and the reform of the United Nations

Add new initial paragraph (-): -" having regard to the resolutions adopted in Geneva by the 53rd and 54th sessions of the UN Commission on Human Rights on the question of the death penalty",

Add new paragraph D bis: "concerned at the continuing use of capital punishment in many countries, often without a free and fair trial, such as China, Iran, Iraq and Saudi Arabia, and appalled by the number of executions taking place each year in countries such as Japan and the United States,"

Add new paragraph L bis: "deeply regretting that the policy and activities of the United Nations Drug Control Programme (UNDCP) are often inconsistent with the respect of human rights (for instance in Afghanistan and Burma) and counter-productive in resolving the problem of illicit drug market and its criminal influence in the national and international economical and political power,"

Paragraph P: after "demographic an economic weight," add "and considering that the European Union as such should have a permanent seat in the United Nations Security Council,"

Change paragraph 4 to read as follows: "Is of the opinion that the composition of the Security Council should be restructured according to the existing long-term political developments regarding particularly the Rule of Law and democracy in the Member States and therefore proposes that the European Union as such and India become Members of the Security Council; suggests that a reform of the voting system might follow the existing rules of the OSCE which are based on the principle of unanimity minus one vote";

Add new paragraph 5 bis: "Believes that the European Union should establish as soon as possible a military and civil European corps charged for peace-keeping and peace-making operations, which would be possible to use particularly in those operations decided by the United Nations";

Add new paragraph 11 bis: "Urges the United Nations Drug Control Programme (UNDCP) to revise its policy in order to be consistent with the respect of human rights and to promote an open international debate on the solution to the problem of illicit drug market and its criminal influence in economical and political power";

Add new paragraph 15 bis: "Believes that this need would be met by Universal Court of Human, Civil and Political Rights established accordingly to the model of the European Court of Human Rights";

Add new paragraph 17 bis: "Calls on the 1999 session of the United Nations General Assembly to establish a universal moratorium on executions, with a view to the complete abolition of the death penalty";

Add new paragraph 17 ter: "Calls on the Council and on the Member States of the European Union to promote the tabling, at the 1999 session of the United Nations General Assembly in New York, of a motion for a resolution entailing a universal moratorium on executions, with a view to the complete abolition of the death penalty";

Change paragraph 25 to read as follows: "Wishes to thank the 71 States that have already signed the Treaty establishing the ICC and invites them to ratify it as soon as possible and asks the Member States to work to ensure that recalcitrant countries also recognise its jurisdiction on their territory, in order that the ICC can start working effectively without delay";
