In a written question to the Council, Olivier Dupuis MEP said that the EU should propose a plan to the Security Council aimed at "placing North Korea under international tutelage", where, according to certain estimates by international organisations, between 1 and 3 ,million people have died since 1995, due in part to the "national-communist nature" of the Pyongyang regime.
