The Albanian government is aware of the decision made by the Serbian Parliament. This step undertaken by the Milosevic regime justifies the position taken by NATO which two months earlier began a bombing campaign against the ex-Yugoslav army. But the moves made by Milosevic does not mean that the resolution to the problem has begun.
Immediately after voting upon this plan by the Serb Parliament, Serb artillery intensified its bombing of Albanian villages on the border between Kosova and Albania.
The Albanian government expresses its reservations concerning the Serb Parliament's acceptance of this plan without its fulfilment as stipulated by the NATO peace plan. The Albanian government insists that only the entrance of NATO troops into Kosova can guarantee security in the region. The Albanian government would consider it unacceptable if the peace-keeping troops introduced into Kosova were not under the unique command of NATO. Every foreign military presence in Kosova not under the control and supervision of NATO would create a number of contradictory agendas, permanent conflict in the region and the partition of Kosova.
We value the diplomatic role of the Russians for finding a peaceful solution to the region, but Albania is decidedly against any Russia military unit under an independent command in Kosova.
The Albanian government expresses its support for diplomatic negotiations parallel to the military actions that must be negotiated for the political future of the region but in no way does the policies of Milosevic and his regime play in this future. There is no doubt that with Milosevic still in power there is no peace in the region and every agreement in seeking stability in Southeastern Europe is in danger.
The Albanian government underlines the fact that presently there is no agreement with Milosevic, the international community is not negotiating on the fate of Milosevic's future, this is a fate that will be decided in The Hague. What is negotiable is the democratic future of the region that takes as its primary element, the return of refugees to their home, the building of democratic institutions in Kosova that would be realized only through the completion of NATO's five demands.
The latest developments proves a possible end of the conflict in Kosova and we are taking the first steps towards this end, and when we say this, we mean the completion of NATO's five demands. Belgrade has demonstrated that it is not a member of Europe, that it generates conflict after conflict. This regime should not be given another chance. Kosova is a point where the conflict in the FYR started, Kosova can be the point in which all the region turns to democracy, the point where a new Balkans is born.
