NEXT VICTIMS OF EXPLOSIONS IN MOSCOW ARE THE CIVIL RIGHTS AND FREEDOMS. TODAY THE MAIN DANGER CONSISTS IN AN IMPETOUS AND DEFINITIVE TRANSFORMATION OF OUR COUNTRY INTO A POLICE STATE.

Moscow, September 14, 1999 - Declaration of Nikolai Khramov, Russian co-ordinator of the Radical Party and Secretary of the Antimilitarist Radical Association (ARA):

"No sooner had the smoke cleared away and the brick-dust setteled after the explosion in Kashirskoe shosse, that far and wide came an unanimous and joyful chorus of those zealous to "put eveything in order". To begin with Seleznev - yesterday morning he spoke on Ekho Moskvy radio, calling just "to violate human rights a little bit", till Luzhkov - finally he has got the possibility to publicly announce a crusade against all dark-haired men and against all the visitors of Moscow. The "special regime", established in Moscow yesterday, that provides that all the non-Moscovites staying in Moscow need to be registered once again and the militia officilas will examine why these Russians stay in their capital and will decide "if they really need" to stay here, in nothing but a triumph of the police state.

Whoever organized these explosions (for which so far nobody has taken the responsibility), no doubt, one their "positive" result is evident right now: nobody, including the Duma "liberals", dared to protest against new allocations for defence and security; nobody, including the most "compromiseless" fighters for human rights, dared to ptorest against the police round-ups of all Russian citizens that may seem suspicious to Russian beaurocrats; it seems that everybody, including the most irreconcilable "fighters against the regime" and the thickest Philistines, unite in a single burst to fight against the "internal enemy".

After the miserable people, buried under the debris of their houses in Pachtniki and in Kashirskoe shosse, the next victims of those misterious explosions are going to be civil rights and freedoms. The scared Philistines themselves will cry and ask the authorities to limit these rights. An explosion of xenophobia and racism, fed by fear and skillfully cultivated by the authorities, impetous and definitive transformation of our country (beginning wht its capital) into a police state - this is an immediate result of the explosions in Moscow; today this is the most serious danger.

If the misterious and ananimous terrorists did not manifest themselves these days, the enemies of the freedom and the adepts of the police state - from Seleznevs till Luzhkovs - would have invented them.

Do not fall into the police-xenophbian heat, do not participate in the ritual murder of the Law and of the righs, lauched by Moscow and Russian authorities: this must be the object of all people and forces in our country (unfortunately, there are so few of them!) that have not lost the right to call themselves lierals and democrats yet".
