QUESTION D' OLIVIER DUPUIS A LA COMMISSION SUR LA TENUE D'UN PREMIER SOMMET ANNUEL UE-INDE

Dans son rapport A4-0066/99, sur la communication de la Commission sur le partenariat renforcé UE-Inde, du 12 mars 1999, le PE invite "le Conseil et la Commission à proposer au gouvernement indien la tenue d'un sommet annuel euro-indien". En outre, au cours du débat qui a précédé le vote de ce rapport, la Commission par la voix du Commissaire Monti, s'est déclarée favorable à une telle initiative. La Commission peut-elle indiquer les démarches, y compris vis-à-vis du Conseil et du gouvernement indien, qu'elle a déjà entreprises ou qu'elle entend entreprendre en vue d'organiser rapidement ce premier sommet annuel euro-indien ? Plus généralement, la Commission n'estime-t-elle pas - au vu des différentes situations de crise et des menaces croissantes que représentent les nombreux régimes antidémocratiques présents dans cette région du monde - que le développement d'une relation stratégique, politique, économique et culturelle, entre l'UE et l'Inde - la démocratie la plus peuplée du monde - permettrait d'unir, d

e manière significative et exemplaire, dans une seule politique la volonté d'établir des relations politiques et économiques privilégiées avec les pays régis par les principes et les règles de la démocratie et de l'Etat de Droit et des intérêts économiques et commerciaux bien compris ?

Patten, Commission. - I am aware of the contents of the European Parliament's report on the Commission's communication on India, and I am aware also of the honourable Member's interest in the country, which I fully share. When I met Mr Jaswant Singh, the Indian Foreign Minister, last week on 30 September, I emphasised to him that I intend the EU-India relationship to be a very close one reflecting India's strategic and economic importance. During our meeting Mr Singh invited me to visit India, and I hope to do so early next year. I intend to push for full implementation of the Commission communication taking into account Parliament's recommendations. I am pleased that a number of joint working groups have already met, or will shortly do so, on topics as diverse as consular affairs and environmental issues. In addition, we have regular meetings of ministers and senior officials. As for the specific proposal for an annual EU-India summit, this is a decision for the Council. I personally believe that we should

measure the success of the EU-India relationship through substance, not summits, of which - and I hope the honourable Member will not think this too undiplomatic of me - in general, I believe there are too many.

Dupuis (NI). - Merci beaucoup, Monsieur le Commissaire, pour cette réponse. Je vois que vous

comptez renforcer énormément les relations entre l'Union et l'Inde. Je pense, et je diverge un peu de vous par rapport à la dernière partie de votre réponse, que les signaux énormes donnés par l'Union européenne dans d'autres régions du monde, mais qui sont très proches de l'Inde, grâce à l'organisation d'événements comme des sommets, doivent être contrebalancés. Les entrepreneurs européens, la classe politique européenne, l'opinion politique européenne, tout comme ceux de l'Inde, ont besoin d'un signal fort, qui ne peut passer que par le biais d'un sommet. Je me permets donc de vous inviter à examiner les réactions des membres du Conseil pour voir si concrètement un État ou plusieurs États ne seraient pas intéressés à organiser rapidement un tel sommet.

Patten, Commission. - I want to stress straight away that I totally share the honourable Member's enthusiasm for developing our relationship with India. It is not just that we have a very close economic and trade relationship with India; it is not just that we have a relationship based on historical ties. It is much more important than that. We have a relationship based on shared values. In the last few days there has been a fair and free election taking place in India involving an electorate which is larger than the electorate of North America and the European Union put together. India is the largest democracy in the world and has coped with some horrendous problems precisely because it is a free society living under the rule of law, with a fully developed civil society. I accept that we have to develop that relationship. We have to encourage India's relationship with the other members of the SAARC, of its regional body. I will certainly discuss the Member's proposal with my Indian colleague and with Membe

r Governments. But I do not accept that the only way you can demonstrate the importance of a relationship is through a summit. Sometimes there is a danger of them being ceremonial occasions. What we really want with India is a lot more - I will not say beef - muscle in our relationship and a lot more substance to it. That I am determined to do.
