Mitrovica crisis seen by Kosova's Albanian interests!

The citizens of the developed world, recently Albanian too, are perceiving that the wars are always developed not for ideologies, virtual-religious conscience, virtual-nationalist conscience or virtual-philosophy theories, but only for economic interests, or strategic ones. Also, I think it's the same, to the Mitrovica's crisis and in relation with this must be told that this city is the most under earth wealthy place in Kosova, Albania, Serbia, Macedonia an may be more. The city of Mitrovica for the policy of all parts is a synonym of the Industrial Trepçe Complex, which is composed by 41 mineral enterprises, and, most of them are placed in Kosova, very less in Serbia & Monte Negro. Their activities are developed in chainy production process but the most important engine of this is based in to the Complex of Mitrovica.

Respecting the present map of Kosova (which some ones really want to change) the centre of these enterprises is based in east of Mitrovica or north Kosova and these have been famous since Roman historic times. In the mean while practically the results tell that 80 % of total production of these enterprises called Mines of Trepçe, is gotten out from the mines based in Kosova, and 20 % of these are gotten out by the mines based in Serbia and Monte Negro. These results tell clearly that Mines of Trepçe represents the wealthiest enterprises of ex Yugoslav Federation and a concrete reason, which made MILOSCEVIC to withdrawal the paramilitary forces from Kosova but not from Mitrovica. To be more concrete let's be reminded of that in 1996 from the mines of trepçe have been exported out side of Yugoslav Federation USD 100 million of the base productions.

To be more simple in relation with Mitrovica's crisis must be told that probably the core of conflict has to be, beyond the ethnic superficial conflict which is not slide but reaction, the conflict of interests, so the economic one. Rightly this case, Mitrovica crisis or mines of Trepçe has been called as the "Berlin Wall" in Kosova, and it is concentrated to the ownership or tutorship of these enterprises. This has to be done by UNO' Representatives there, but in some way we must believe to Mitrovica crisis can be convolves some closed French & Greek interests.

As a matter of facts should be said that the ownership of these enterprises has never been cleared, at least juridicaly. From the year 1974 till 1981-82, with the status of autonomy which had Kosova, by the Constitution founded by Tito, these enterprises have been administrated by Albanians of Autonomic region, so in some way owned by them. Later in years 1981-82 Belgrade after pushing with violence the Albanian movements for independence, accusing strangely for financial scandals monopolised these enterprises and used them under the Federation till 1989. The Yugoslav Government of MILOSCEVIC at starting of first privatisations within 75 enterprises planed to be privatised had one of the first these industrial Complexes of Trepçe. As it look simplly the Government of MILOSCEVIC has had always a sophisticated strategy for not losing the ownership or tutorship on mines of Trepçe.

As a result of these developing according to data published by UNIMIK, the ufficial ownership of these enterprises look to be:

66% owned by "Serbia Development Fund"

27% socially

2.5% from "Yugobanka"

2.5% from "Progress" & "Beobanka"

2% from Serbian Electric power"

In these conditions based to the resolution nr:1244 of Security Council of United Nations we have to be engaged with a public ownership of ex Yugoslav Federation in Kosovar territory, so UN Representative there should confiscate and reorganised these enterprises for making them to work. There is no matter to the ways which this only Authority of Kosova to which we can believe that there is made some thing to develop this process.. With concession, privatising them or any one way, and for sure it could be important these things to be developed in transparent way. This developing surely could bring stability to the city and to the region too, this could happened only if there was no private property in there, which can complicate the procedures in relation with mines of Trepçe, and this certainly disturb the Albanians there who think mines of trepce are the start of the future prosperity for them.

In July 1999, shortly after the deployment of KFOR, with French military assigned to the Mitrovica area, Mr Jean-Pierre Rozan appeared claiming 2.8% ownership of Trepca on behalf of the Paris-based SCMM of which he was a director. According to Rozan, SCMM had inadvertently come to be a shareholder in Trepca. This was due to an agreement with Belgrade under which SCMM took over Jugobanka's subsidiary in Kosovo as a result of Belgrade's failure to meet previous business commitments to SCMM. Rozan expressed surprise that his newly acquired bank branches were themselves shareholders in Trepca, but this for Albanians of Kosova is not right and it has to be not right for these people and if this could happened to natural mineral resource of France or especially of the natural gaze & sulphur.

Beyond these strange facts, in field there is an other company, but this time Greek one and based in Athens: Mytilineos Holdings S.A. with President Mr. Evangelos MYTILINEOS, (some of the background of Mr. MYTILINEOS are: in 1996 has been nominated member of Greek Telecom Company, OTE, and after 6 month later this nomination OTE in cooperation with Telecom Italia paied to Belgrade 1 billion of USD for obtaining only minority holding in Serbia Telekom! Mr. Mytilineos's business acumen has also led him into the field of banking. He shares with Borka Vucic, a long-time banking advisor to Slobodan Milosevic, the co-presidency of the Greek-Serb Business Council established in 1998). In relation with Mitrovica crisis Mr.Mytilineos says his company has contracted with Yugoslav state firm Genex, backed by guarantees issued by state banks Jugobanka and Beobanka (run by Borka Vucic). All three companies have close links with Slobodan Milosevic and his family - Milosevic's brother is a sometime director of Genex. Genex

's role appears to be mainly to accept part of the profits. In 1998 bankruptcy proceedings were initiated at the request of the Yugoslav Central Bank against Genex and so the ownership of GENEX in Trepçe has to be of his Company! This is for sure disturb very much Albanian of Kosova who feel nervous to these happenings and them could be disturb if it could happened to the mineral resource of Thessalonica too

Clearly these French Greek companies are claiming the juridical shareholder on Trepce mines, thing which is right juridicaly, but no for sure morally, and that's why these bring directly or indirectly problems between Albanians and Serbs of the city and as a result of these instability. These are going to be more serious problems when some body think that both presidents of these Companies have individual connections with respective governments, thing which complicate politically the crisis of Mitrovica and make barriers to the solution of that. In the mean while we should be reminded that the respective countries are member of International Organization which are part of the solution and are not the problem it self as Miloscevic interests are, so we can believe to the solution too.

Finally I should say that according to the law of the probability, these are some of things which solicitude and make nervous the Albanians of Kosova in front of French Military Troops in the city and their indifference for the presence of the paramilitary Serbs in city it self. May be, some Albanian individuals, whom have their familiars killed, burned or raped can react against some Serb of this city with atentates, but it is wrong to declare mistakly that as a reaction of all Albanians of Kosova, who beyond all crimes them have proved on them selves had the civil courage and delivered the arms. So, it is better for the international factor give to these acts what those deserve and to be engaged to the real slides of the crisis for finding the stability of Mitrovica and Kosova.
