Mr. Gert Ahrens, the Ambassador of the Organization for Security & Cooperation of Europe (OSCE) in Tirana, has been declared recently, in relation with cooperation between opposition and ruling parties, pessimistic about the political developing in Albania and its fragile State's political Institutions!

This unexpected pessimistic declaration comes out after more than one year of personal experience for security and cooperation, of the OSCE`s Ambassador, with a series of Albanian typical political challenges and, especially, after a significant time of the presidential enacting of the opposed, by most of the opposition parties headed by former President Sali Berisha, Central Election Commission (CEC)!

The Opposition parties have contradicted since the beginning the formula offered by President of the Republic for the CEC's composition, which consisted in a technical base and on three members elected by the High Justice Council, (HJC) two by President of the Republic and two by the Parliament! The main reason of such opposition objection was that Dr.Rexhep Mejdani was head of the HJC and also President of the Republic!

It was the time when the OSCE Ambassador Gert Ahrens has not yet understood that, they, Albanian politicians, without exception, really do prejudice each other!

The opposition parties leaded by former president Sali Berisha certainly have not also forget the fact that adversary Socialist party in power has elected Rexhep Mejdani President of Republic and, looking into the matter that was rige Albanian president, who gave the resignation from his former socialist party just at the time he was parliamentary, by the leftist majority, elected President, ignored all the political requests made by the opposition parties headed by "the troublemaker" Sali Berisha!

It has been also unacceptable for the ruling parties who be reminded every time for 26th of May 1996 objected election on which the then president and actual Democratic Party president elections issues.

After different meetings organized and headed by OSCE' Ambassador with opposition and ruling parties, with Presidency also, at last, a common technical experts commission was founded for stipulating the electoral code in relation with the soon local election! It was really a technical victory but very probably political ones could follow it! It was a great result for OSCE office in Tirana! May be also a chance for good results of a diplomatic career for Gert Ahrens!

But, Albanian president Rexhep Mejdani, influenced probably by His former socialist party majority pressure ignored the political opposition requests and telling that He should be based only on the Constitution acted the CEC' composition!

The Presidency's judiciary counselors have interpreted, based to particular constitutional articles, the decision of the President as meaningful constitutional acting. They cited only the article, which was in relation with the Election Commissions! The CEC members of HJC and the Presidency were already publicly nominated!

Constitutional Experts of the opposition told that the enacting of the CEC was not lawful because it was approved before the parliament approves Electoral code! The Opposition experts boycotted the common commission, pass which signed the end of the OSCE technical victory!

It was the time when the last OSCE's Ambassador Gert Ahrens probably has understood, better than his predecessor Daan Everts who has been some how partial, what has really happened to 26th of May 1996 election and also to Albanian crisis of the year 1997! Gert Ahrens probably started to know which has been the role of every political part and the most important issue that, how Albanian politicians do perceive those political crises to today politics!

After a long political impasse in relation with the CEC composition, Fatos Nano President of the Socialist Party after a one-on-one meeting with OSCE's Ambassador Gert Ahrens called for voluntary resignation by the CEC's nominated member! Fatos Nano interpreted this possibility as individual acts which can over pass the political impasse without any treating of the Constitution. It was the concession made for the opposition party and the possibility of giving the mathematical parity for CEC composition.

It was time of the political impartiality by OSCE office in Tirana! It was also clear there was a new formula offered by OSCE office in Tirana, which could make thing working!

That elegant political intervention of OSCE Ambassador Gert Ahrens, which been finalized by Socialist leader appeal made two of the nominated members to give the resignation and both nominated members were respectively of Presidency and HJC! It looked that the OSCE intervention, accepting also opposition parties headed by "the troublemaker" Sali Berisha requests, was

functioning!

OSCE's Ambassador felt happy of such political and rational acceptance of socialist leader and, may be, He felt also debtor in front of him! But at last there was some more chance to resolve the CEC' s crisis and to develop a normal election proceeding in Albania.

President Rexhep Mejdani without asking any political pardon, very late and inefficiently, also preconceiving the most powerful part of the opposition headed by Sali Berisha, called for consultation the opposition parties!

d HJC nominated member Fotaq Nano as chairman. CEC consisted of seven members at present has only six! The missing member is supposed to be elected by Parliament after nomination by that parliamentary part of Opposition, which so far has not recognized the CEC!

The opposition parties grouped to "Union for Democracy" which is headed by the Democratic Party leader Sali Berisha have taken off all the political requests, called for abolition of CEC and the returning of the electoral code in Parliament!

According to the newspaper Shekulli, some unidentified "diplomatic resources" have told to its reporter that, "when the OSCE office and other international representatives in Tirana have made pressure to highest authorities of the State for giving mathematical priority to CEC composition and the authorities were ready to make concessions, Sali Berisha has gotten the above mentioned political decision!"

Some of the Albanian analysts, mostly of left media, fear a boycott of the upcoming elections by the Opposition parties headed by former Albanian president Sali Berisha. According to their analyses probably the former president Sali Berisha, fearing the loss of His headed democratic party to this election and knowing that it can be decisive for his political future party guidance, has decided to boycott the soon local election!

Some how they can be right to some point, but beyond these analyses, it looks thng the declaration of the former American Ambassador in Tirana and the American Special Envoy for the election in Balkan, Robert Frowick, who to a public interview stated "I have stressed it with everyone who is to me important for those involved in political process to take part in this process rather than boycott it"!

The meaningful approaching of the former American Ambassador in Tirana has been followed also by the declaration of the ODHIR' delegation who visited for a verification mission of the election proceeding Tirana! The ODHIR conclusive declaration was also more severe to them who govern this country! They declared that the Albanian foreign economic, technical and financial assistance would depend on these coming local election

proceeding!

Every one knows already that if the boycott takes place, the political stability of Albania could be jeopardized and for that, this time, the most responsibility should be certainly to them who govern the Country!
