On Monday 10 of June fifty-eight Chinese bodies were been found in the back of a truck in the English port of Dover! Two people were found alive in the rear of the Dutch-registered vehicle and were taken to hospital! All the dead were believed to be asylum-seekers! Police is such case would not confirm the nationalities, sex or ages of the victims, or speculate on how they died!
British Authorities called that a real tragedy, but cases like these there are uncountable to the last years of integration between Easts, West, South and North of the political world!
Different Mexican, Cuban ad Romanian tragedies have followed the 1997 Albanian tragedy of Ottranto, with more than 80 lost people in the Adriatic Sea, and a long unfinished judicial process that is consisted to finds the individual guilty persons! Nonsense! The fault to such case certainly would not consist to individual person, but to the general global policy! Individual guilt is not cause but consequence! The real causes to such tragedies are the wrong global and national policies of developed countries in front of undeveloped ones!
Britain and Germany are accepted as the top destinations for asylum-seekers in Europe. In recent months, the British government has acted to crack down on increasing numbers of refugees. Last year, roughly 71,000 people applied for asylum in Britain claiming persecution in their homelands -- up from 46,000 in 1998.
As it is public already on 10 December 1948, at the Palais de Chaillot in Paris, the 58 Member States of the United Nations General Assembly adopted the Universal Declaration of Human Rights, with 48 states in favour and eight abstentions, but at the World Conference on Human Rights held in Vienna (Austria) in June 1993, 171 countries reiterated the universality, indivisibility and interdependence of human rights, and reaffirmed their commitment to the Universal Declaration of Human Rights.
I would like to cite the articles 13 & 14 of the Universal Declaration of Human Rights because they with juridical language certainly speak better than journalism:
Article 13 1) everyone has the right to freedom of movement and residence within the borders of each State. 2) Everyone has the right to leave any country, including his own, and to return to his country.
Article 14 1) everyone has the right to seek and to enjoy in other countries asylum from persecution. 2) This right may not be invoked in the case of prosecutions genuinely arising from non-political crimes or from acts contrary to the purposes and principles of the United Nations.
"The Universal Declaration of Human Rights be officially considered by all States as one of the first major achievements of the United Nations, and after more than 50 years remains a powerful instrument which continues to exert an enormous effect on people's lives all over the world and there is no article of this declaration which can be different by others"!
The above piece is taken from the official site of the United Nation, but what is declared there certainly is not true? May by some time the answers of the above question can be positive and some other time negative! Is it right? Even with all the political national or international reason certainly not! Every person, every State and every policy should respect the individual rights! But, practically, is it the same for all?
The answer of the above-mentioned question can be positive for Cuba - USA Elias' s case, but not for the other Cubans, Albanians, Kurdistan and other people of other nationalities, who, may be, have lost their life, their fate or their families and their future! The Elias's fate is different! Not because of poor small boy, but because of political reasons against Communist Cuba!
During the communist regime of Albania!
Before the 1990 every citizen of the Eastern countries, based on the Universal Declaration of Human Rights which has been ignored from their totalitarist countries, have believed on the respecting of rights of movement every where in Western Europe, but for the citizens of the most isolated communist country, Albania, this belief was really particular and too much strong and that was why there were too many people killed, jailed and tortured for over passing the army Albanian borders and daring to taste the freedom of Western Europe!
As a matter of fact there were only a few of them who could over passed the Army and terribly controlled Albanian border and tasted the freedom of western countries, but time by time, there were again some other young people who also, risking their life, dared to do the same!
During that terrible time of missing independent domestic newspapers and media we could learn about the fate of these heroic people only with low voice by some one of us who could read or listen something by foreign newspapers or different media and especially Italian ones!
At the then time it was prohibited to watch the foreign media also, but most of us could follow with difficulties the programs of foreign media and especially those of Italy! The communist regime, before selling the televisions sets, ordered to cut off electronic part, which received the foreign frequencies of waves and we were forced to find some other artisan way to follow and watch the foreign media! Making artificial room's antenna we certainly did what we needed to do for watching, at least, Italian media and we were happy of it!
It was called "propaganda agitation" and if you were found guilty of such strange law article you could pass from 8 to 15 years of prison! This law prohibited it also to speak about these happenings, but every one of us surely has spoken with respect for these mostly young people and, some one of us, only for speaking of such happenings has been condemned with different years of prison!
I know it looks terribly nonsense but believe me it's really true! The privilege of being informed of such happenings was only up to the communist party members who were called for vigilance and for not permitting that the young people be "contaminated" by revisionist and capitalist ideology!
The above-mentioned phenomenon became seriously broken when three Albanian brothers got and demanded political asylum in the Italian Embassy of Tirana! All members of POPA family were got, during the night, in Italian Embassy and demanded political asylum and every one of us founded it a new efficient way to oppose that terrible orthodox communist regime!
That happening represented really the first real stroke to that terrible regime! It was the first time the obscurantist regime could not ignore, hidden or prohibit the official media to speak about that significant happening and that remarked the coming of new era for Albania. At last, beyond all domestic media, all the foreign ones were speaking seriously for POPA 's family and Albania!
The POPA brother's crisis, between the most orthodox communist regime and Italy and certainly of it's Western allies, between the policy of isolation and the policy of freedoms, gone out positively after one year of cold war, interests and nervous standings, and at last, the most isolated country regime was forced to permit them for leaving Albania! It was a great victory and soon could be followed by others ones!
Leaving the communist regime and well coming the pluralism in Albania!
We were told that we were in absolute economic blockade by capitalist and revisionist countries, but it was not true, and it was really good when we followed happy for the first time the Albanian Communist regime in serious difficulties by the POPA's brothers case with foreign media & press and Western Governments!
Certainly, it was not only up to POPA family and his high civil courage but also to the needed extension of commercial and political interests of the Western Countries to East Ones and we found it good and we were really happy of that.
After the POPA brother's case and their forced release the slogan of a happy communist Albania and happy Albanians had finished once for ever! The mitt of the strongest communist power in the World has been already fallen out within Albania!
You know, if some body is imprisoned by all means to some darkly place and see whatever and whenever any kind of light that has to be the only way to be followed for! There is not any other solution and any other possibility to chose! No matter where to go or, what to do, the light must be obtained! In such case the darkness surely represents absolute isolation or "the death of freedom" and the light represents the life or living and tasting of the freedom! That was at the then time the same for the Albanians of that obscurantist regime!
At July 1990 thousands and thousands of Albanian citizens from Tirana, Durresi, Kavaja, Elbasani and other cities, got and demanded political asylum in all Foreign Embassies of Tirana! The regime that time got unable to face such massive significant protests! The regime was unable even to shoot, to arrest the people who wanted to get in Embassies and even transfer their families in isolated villages!
It was really great following such new political happenings! I had the fate to see one vehicle full of free and courage young people driving very fusty right to German Embassy wall and getting down it in some seconds! The German Embassy wall looked to me gratefully the "Berlin wall" of Tirana! The Albanian police could not stop surely such will for freedom! That time the classic saying "Better a terrible end than a terror without end" got other significance to my profession of journalist!
This time foreign media and international opinion was vigilant and had no chance to ignore what was happening in Albania and this made possible that that massive political movement represented the first step of the falling of the Albanian communist and dictatorial regime!
Certainly the importance of such civil happenings was really up to the breaking of the communist taboo' and the over passing of the fear of people to oppose the terrible regime!
The Albanian citizens for the first time, after the world war second, got the right civil courage to obtain the natural right of movement abroad Albania and to respect the article Nr 13 and 14 of the Universal Declaration of Human rights which was ignored for a long time by their State!
This Embassies crisis lasted two weeks and the regime was forced to leave their free Albanian citizens to leave Albania and that represented the beginning of the great end of that terrible regime!
Certainly finally the regime was dying and the people had not any more fear as before! At December 1990 all the students of Tirana Universities Corpus got the strongest protest ever made! Student's starvation strike been followed by general strike of the most of state enterprises and the regime this last time was forced to accept signing of the pluralism and its end in Albania!
Era of paradoxes at least in Albania!
One week ago one Albanian citizen got in American Embassy territory in Tirana and demanded political asylum! All the domestic media called that person a sick man and certainly it had to be really a sick man! Albania is already a democratic country and no Albanian citizen can demand political asylum in other countries and that's right even when we see that it violate, or at least ignore, the Universal Declaration of Human Rights accepted by all Western European Countries!
Beyond the theory of the great European integration we are all testimonies of that most of Western countries do follow a very conservative integration policy in front of Eastern Countries people and they really do ignore the Universal Declaration of Human rights!
If you pass by Foreign Consulate residences in Tirana you will see a lot of very long lines of people applying for obtaining a visa to the respective countries and it, normally, looks right! But, when you see it is not the same long line of people to every Embassy then, you have the right to think, there must be some thing wrong and that should preoccupy the Western European policy makers also!
While the proceedings and papers are, more or less the same, usually the French Consulate needs two or, at last, three days for giving a definitive, positive or negative, response and, in the mean while, English Consulate needs at least three weeks for the same proceedings of applying! The difference is really big and no body can ignore it, as significant!
Certainly it is up to respective national authorities to think about and to find what is the best way of proceedings with such policies, but seeing the reality we can say frankly it is, at least, a wrong policy.
According to public data there is a big difference between the legal and illegal emigration, al least, for Albanian emigrants!
Certainly the illegal emigration is at the first top position and that in practical means some thing wrong and that is to say i.e. the illegal community to the developed Countries are bigger than the legal extra communities!
Translated in concrete words that is to say that the citizens who have gone abroad and have realised their dream of "promised earth", by this way, have paid a lot of borrowed money to mafia international organization, or to organised crime!
As a result of this these illegal people should forcibly stay to the Western countries because of the financial debits they have and, which goes to more than a year of work to their own countries instead of some weeks or month to respective developed countries!
Certainly this difficult illegal position can send these people, beyond the illegal living also to the illegal work and possibly to illegal acting, which means even to crime! The public data of the respective developed countries tell that a very significant part of organised crime come from these illegal poor communities!
To the other side the States them self by the illegal emigration loss the taxes which usually be paid to the respective Consulates, official Air, roads or sea lines companies have lost their normal clients and the States again have lost some more moneys which should be got by taxes of these companies and, surely and lastly, the possibility of registering these people for administrative needs in future.
