I appeal to you on behalf of the Transnational Radical Party - an international non-governmental organization with a first category consultative status at the UN, working in several dozens of countries. One of the fields of our activity is the fight for the one-mandate majoritary reform of the election law. In particular, we launched a series of successful initiatives in this direction in Italy, where during the referendum the citizens voted for the abolition of the proportional (by the party lists) quota in the election of the Chamber of Deputies (the lower chamber of the Italian parliament).

Today we are launching an analogous political campaign in Russia - the campaign aimed at the reform of the election process in our country which would result in the election of the State Duma exclusively in the one-mandate districts in one round, which would lead to the establishment of the two-party system in Russia.

As a first political step we launched an appeal for the one-mandate election reform (the text of the appeal is enclosed). We expect that this appeal signed by the notable political figures, scientists, cultural workers and businessmen will be able to make the question of the one-mandate reform a center of the political debates in Russia.
